Minors are not allowed to participate in any gambling activity may it be an employee or a gambler.  Besides minors needs a parent consent if they are to work anyway, so I think these youth if they are minors are doing illegal thing and the one hiring them will have a serious trouble if the government found out about those illegal employment.

I can't imagine what his life would be like if he had been gambling since he was a child because he would have experienced so many defeats and wins that it could have prevented him from quitting gambling and made him addicted to gambling. If one country does not have more jobs for the younger generation than jobs from the gambling industry, it will make many young people want to try their luck at gambling. This can also make the younger generation addicted to gambling more quickly than the older generation. The government must be wise in managing employment for the younger generation and limiting employment from the gambling industry.
