Meritocracy in this context refers to a title given to someone who does not worth it. A title given to someone that is not from the field of study. Example. Doctor. The title "doctor" is mis-giving to all academia who have gotten third degree (PhD) in Africa. That is a MERIT given to unprofessional scholar, and it confused the real educated elites. Because in the developed Countries once someone calls you "Doctor", that means you are a medical doctor which you can inject with drugs and give prescription to patients. So in Africa we are even confused when the title is called. Whether it is for the mere academic DOCTOR or for the professional DOCTOR.
And this causes underdevelopment in the Continent because Meritocracy has been given to unprofessional scholar that makes him or he proud while the person is not a doctor per say.
