Any consensus algorithm is simply a tool. It cannot be good or bad. The way blocks are validated doesn't make projects scam. It's more a question of convenience and target audience.

The distribution sets the tone from the onset. When its POS and premined its usually distributed firsthand to angles, insiders and other specious bastards. The whole process has a feer hand wherewith it is made impossible to track. Who got how many coins and how low they got in. Then bastards upon launch embark on a multi month selling skite.
