I'm not really a gambler, but i know that on bitcointalk, a future bitcoin block hash is used pretty frequently:
You give tickets to every participant, and publicly list the ticket id's. You pick a future block height at the time of publicizing the list of available tickets. When the block with the predetermined height is mined, you look at the last 2,3 or 4 characters of the sha256d hash of the header (depending on the amount of tickets passed out) and the person with the ticket id that matches the last 2,3 or 4 characters wins... If the last 2,3 or 4 characters don't match any ticket, you just wait for the block with height +1.

Live stream while using RNG on choosing the participants is the most probably fair. This is the method that Duelbits been using for there contest with 6 to 7 digit prize. Of course there will be always a fairness concern especially from those user that didn’t win any amount. Just make sure every is clear during the livestream so that user that watching it will be satisfied in the result regardless if they win or lose. You should forget about the minority of the crown that keeps complaining about the result and move forward. Good luck on this event.

What do you mean by not provably fair event? I'm sure that even there's no live event of picking up the winner it was based on provably fair. You are right what you have said on the first one but some gamblers just gambling and doesn't care about the tickets, if they win then it's good and if not then it's fine since playing is their priority and not the lottery.

And of course have an independent party audit the livestream just so there's no chance of cooking the results and using a predetermined result for the draw. It will be hard to verify the veracity of these livestream draws if you're only the participant and not those who audits these type of things. The auditors can be paid some money, yes, but a trustworthy casino will pick the most reliable auditors in the industry especially in raffles that give out tons of money to the users.

There is honestly no way to check something like that, but what can be beneficial is : Asking yourself, if you trust that casino. If you do think that the casino is fair and you have been using the services without any complaints then I do think that it would be a good idea to place your bets but at the same time even if the event is live streamed there are still a lot of things that can be done. I don't think much about events like these but if they can for sure share the codes to the lottery picking bot or something it can be verified by someone else but again you have to be extremely careful with such events as well. Most casino games work with a user seed and a client seed, and the result of the bet is the sha256 string.

So, let's say you take the 5 last chars of the string and the bet that gets closer to cero will win the prize. That way the string the users are looking for is 00000 and the odds are 1/16^5.

If the games are not provably fair (like most of the casino's slots) then this will be impossible.

Well, I only trust the Live events (Like Stake.com Weekend Giveaway) where they use Google random generator to generate the numbers for the winners. I know Freebitco.in has something similar with their Lottery and also their Lambo draws, but they give an elaborate explanation on how you can test the Provably fair results.

I will not trust a site that use ZERO provably fair systems in their prize draws, because there are a lot of scammers out there. They might say that the tickets are free, because it is based on your wagering and you are not paying for the tickets, but they are wrong.... you still spend money to get the wagering.

Honestly, I've done such an option on the Robet site, with a bet of only $10 you can collect 1 raffle ticket, the more you bet the greater your chances of winning a prize, bottom line: luck.

The simplest solution would be to take a random digit from the hash of a particular coin whose block is yet to be mined.
For example, they can announce that the last digit of the hash of bitcoin block number #xxxxx would be the winner or something similar.
We can't really calculate the hash of a particular block in future and so it would be easy to choose a winner this way.

There are already various casinos whose offering this. I’m not sure which casino you talking about here but casino like Roobet host such raffles time to time and the wagering requirement is way way lower than what you explaining here. The Roobet offers like one raffle ticket for every $10 wagered. They also have various options like if you wager on listed slots at the time of competition then you could get 2 raffles tickets etc. I have see peeps getting 25k individual and such 10 players would be drawn from this. Definitely no other casino could ever compete that numbers.

in fact it is very difficult to ensure fairness in the draw even with live events via streaming. but that's what's interesting. that's the tension. and the best way right now is by streaming or live events. but I think if we get used to entering into this realm. then we or I personally may rarely have a problem with this. the matter of talking about fairness is a difficult thing.

Why not take an existing solution that is considered super fair and tailor it to the need? You'll find "national" lotteries in places like the UK or even the Euromillions draw which are televised. They use what you might consider extremely fair machines (comparable and maybe even better than a computer driven random number generator) to pick out a selection of around 50-60 balls. You could make it so the first ball to come out in any draw is the winner - provided you sell all the tickets then it's an extremely reliable way to operate. It's also indisputable because it is heavily published all over the place. However it does slightly undermine your own lottery, having to reliable on another lottery to source the winning ball.

On this kind of contest, I've always thought that those with the highest number of raffle tickets automatically wins, but later on, I came to the realization that it is not so, that even those with 1 raffle ticket has a chance at winning, so having this in my mind, I would go with the suggestion of the first comment from @mocacinno, I've been on several contest where bitcoin block method was used as a form of determining the winner(s), and every one was always satisfied with the result knowing it wasn't manipulated in any way, it is purely based on luck.

They can hire some trusted escrow or campaign manager from bitcointalk forum and create competition draw with same rewards.
It will be much more transparent but they will have to pick good forum member to create and organize everything.

Even if you do have a single ticket then you would really be having the chance on winning the lottery.Of course there would be people who have some doubts when it comes to draws but most commonly

I believe the OP is among the team and she/he knows how the winner of the prize will be picked if they couldn't find a way to choose the prize winner in a provably fair way so live or offline of the event if no suitable answer is found there's no provably fair.

Maybe but 98% of all gamblers care about getting some reward from their favorite gambling site which is a form of token that their patronage was appreciated.
If you're a real gambler you should know that gamblers always look for the casino that gives them reward for playing on their platform.
