If the tokens are listed on an exchange, at least you can directly sell them when you receive your payment. While those tokens are unlisted yet, you don't know when to sell them exactly. Sure, it doesn't mean unlisted tokens are bad, but you surely have no chance to sell them if they are unlisted. Also, many cases of unlisted tokens end with an unclear plan for the listing schedule. That's why most people prefer to join a bounty or a campaign where the tokens are listed already, they think realistically to get $ (dollar) soon.

I am looking to try out a bounty campaign using signature but I don't see anyone worth my time right now, I do have a question about this, does it make more sense to promote projects that are already trading over those that are not listed on exchange yet? I see so many that aren't listed like whsiperMSG, Valore, Elysian Finance, they don't look like they will be hitting an exchange any time soon.

What and what makes you promote a project?.

The difference between projects which tokens are already traded and those that have not yet entered the exchange is that you can sell one of them right away and the others risk that you will never be able to sell them, so theoretically you may not earn at all.
Projects that are not yet in exchange tend to pay much better because of this risk. The choice is yours to take the risk or not.

The budget of this bounty is also sufficient and the budget has been escrowed. 50% of total budget for signature campaign and there are less signature campaign participants. So if this project is successful, huge reward can be expected from here.

Actually what you are following is also very good even though UCT with past successes is also not bad if you want to follow it now with a duration of 3 phases that will be run and distribution which can take up to 9 months because the project was programmed for a duration of a year before everything completed well, because UCT is a successful project.

Other reason could be - they dont want manager to pay fees for distribution, and rather do it themselves with most cheapest way or when transaction fee would be as low as possible.
