There is no perfect price to buy bitcoin, if there were, Elon would have waited for this moment before buying his bitcoins but instead they bought around 38k dollars. There is no simple answer to this question, if there exists a simple answer to this question then we need are millionaire by now. The best time is when price has gone down significantly (as it is now). You can start buying bitcoin in chunks like if you have 1000$ to invest in bitcoin then buy invest 300$ at one price, 300 on second price and remaining 400$ on third price. This gives you good average bitcoin price.

Emotions. People are just afraid to lose money from having bitcoin, We've been on this situation many times and experienced people who just want to have bitcoin really doesn't bother at all. Some of them are just waiting for bitcoin to dump more than this just to buy more. I'm one of them btw. Newbies in the space are the one being affected by the panic, Sooner or later they will regret their decision of panic selling. Long term holders will benefit from this drop and I'm sure they are expecting this because of how long the bull market we experienced before this.

Making decisions would be entirely be depending on you on these particular times since not all would really be having that kind of mindset on which they would really be buying more.Whom had thought that

we would able to touch up 32k or below price once again? Lots had been believing that 38k was a strong support and im one of those people which is something not new into this market where price could
really drop that hard or supports are really meant to be broken.

Now that the price had plummet out then to those people who keeps eye on 32k support did really happen and now it goes to 30k.. Possible next would be 25 but i wouldnt be surprised

Well, we can say it is always like this, some people that will only praise when the market is green and will turn around and cry Bitcoins death once the market is down and can't seem to understand that this is another good point to buy in what was missed. I just read in on telegram group a while back of someone crying that he doesn't think the market can recover from this one and I am like, this person obviously does not understands Bitcoin price action and how the market works.
Even if BTC price drops to $29kish which I think might be the bottom area, some people will still think it will go lower but, I think buying bits during this downtrend is best.

Buy when you're ready and you think that it's actually the right price for you to buy bitcoin. As usual, that's the case whenever bitcoin is at the top, people would think that it won't be enough to buy and they have to wait until it corrects. Now that it has been corrected, they now have another standard of waiting until it dips for more, and that's their current stand because they think that it will dip further. But we'll see if this is the lowest that it can be, it has touched $30k but quickly goes back to $31k.

Currently bitcon is down, some people are still scared to buy, some people still believe bitcon will dumo more and they are waiting for more dump. I believe if bitcoin dump till around $10k some people wont still buy, they will still be scared to buy and they will still be waiting for more dip. Seriously I won't advise anybody to invest now you have to do your research yourself but according to my analysis I believe this is the right time to buy.

Predicting exactly when the very bottom is going to be reached is something that is almost impossible to do, it is because of this that you need to have already in mind a price at which you would like to buy and then once that price is reached then you need to buy it.

The price is currently at 30k and even if the price could go a little bit lower I think we are close enough to the bottom, so this is a good entry point for those that were thinking on getting bitcoin for cheap, however I do not think many people will do so as they are going to be afraid that the price could go even lower than the level we are seeing right now.

The point is, you may buy at 31k and see it drop at 28k. Big deal! Historically, after a big rally Bitcoin drops by a lot but usually not below the highest price that it had reached in the previous big rally (that was about 20k for last one, in the end of 2017).

I have one thing to say to those of you who are scared. You were willing to buy bitcoin for 70, 60, 50, 40 thousand USD. This is still the same bitcoin. Nothing has changed. Keep buying for 30 an 20 if it really goes that low. You'll thank me later.

I still have coins bought in 2015. I did not sell at 20k in 2017 and I did not sell at 60k last year. I have my goals and I can wait for another having.

Know your value, have conviction, don't look at others, think about your own goals. My goals won't be realized if I sell for 30 or 50k.
