looks like what you say is true. however in today's bitcoin correction, the bounce is clearer moving fast. which indicates that people are starting to not panic when bitcoin is corrected and they are starting to buy in installments when the correction occurs again. but how long this bear market will last, no one knows. and must remain vigilant.

That is obviously what we see, in fact, we never hear any news that announces huge selling, it was indeed people had learned how to control their emotions and keep calm. This will tell us that adoption has been going stronger and the trust towards crypto is quite growing fast. That is the reason why we never see huge drops in Bitcoin, we keep on the strong position at $28k and this will give us some insights that we never experience long bear season again, unlike last 2018-2020.

Alert is certainly very important, but we must be optimistic that the market is immediately rising again, if we already know Bitcoin for at least 3 years then we will understand the situation today, the best thing is not to look at prices, as long as there is money then buying better and profitable.

So if you interested to buy in this dip then you can buy in different parts.like buy on 30k then 25k and then 20k and reserve your some funds for worst case. The bottom price of Bitcoin is yet to be known but that doesn't mean the whales won't invest in BTC at the current price because the institutional investor is the major player in this current market, not the whales.
Nevertheless, I wonder why you said the whales will be afraid to buy Bitcoin now when the price is not at the ATH. Besides, we talking about BTC where not shitcoin and any amount invested in it when it is not at ATH price is a good investment.

A good buy price as mentioned below 30k is a very ideal price to buy but I also hope the bitcoin price doesn't go down to 25k because it will be more difficult to predict and of course many people panic, and sell for fear the price will continue to fall.
and if that happens then the trust in bitcoin will decrease which in fact everything will be fine and the price will go up again if you know the trail and understand it well.

I could ones remembered when bitcoin was +$69k and everyone seems to be panicking for the price to get 32k or below. Today we have another chance to buy very low yet people still waiting for the price to drop even more lower.
I want to know when is the best time to buy or waiting more dip to buy and what if the price turns back to bull?
What do we do?

 I also suggest buying for the price of BTC and some altcoins is discounted today due to continuous dropped of the prices, but we cant really influence the dicision of selling from newbies they easily panicked and sell thier asset, all i can say is that buy and hold for the future to earn.

Yeah, its the right time but people doesnt really still make that buying action but instead they do keep on whining on why the price is down without taking actions on accumulating it while its still cheap.

Why? They do wait up for more bottom and  thats always be the main reason on why they do really missed out on buying opportunities which is something a very common reaction or mindset

for a market which is really very hard to be predicted as always.Missing opportunities is common but you do really need to take risk or action if you do really want to make profit.

Anyone who wants to build his crypto portfolio, this is the right time to buy. If they wait more for more low prices, they coud miss this oppunrituy if the prices does not go further downards direction.

The emotions of crypto traders are mostly inversely related. that is like when bitcoin was at its peak they seemed to know no fear and many were waiting in line to buy optimistically. but when bitcoin price goes down then people tend to be more wary and afraid to queue and they are afraid the price will drop further. but that's understandable because that's the way it is. and the whales took this opportunity to pay in installments to buy from below and when the price started to rise high, then the people who were afraid to buy changed their direction to panic and bought when the price started to get high. today buying bit by bit is the best strategy. so as not to be left behind when prices soar. and so that you can still buy even if the price drops again.

This time the wait is among the newcomers whereas the users who have experienced missing the opportunity waiting for a drop have bought and kept hold believing in the long term profiting. On the other side the Luna Terra affecting the entire market have made people get into fear of investing. However cryptomarket isn't gonna decline than growth. So, it is all about the experience that brings them into the market or wait for a drop. Some have started to focus on altcoins for a better profit which has got risk compared to the investment over bitcoin.

No one can answer those questions but yourself because this forum does not function as investment advice. Only you know what your goals, options, and possibilities are, and predicting accurately price fluctuations is completely impossible. Haven't gotten to understand that, there is a no telling when the exact buying opportunity is at its best, crypto investors have to device another means to countering there buy with regards to making profit on then and this is very simple. You just have to be ready to hodl for a longer time. There have been so many people that have predicted or digged a well kind of prediction for crypto drop, even in a bearish market but more than often, it never happens and even when it does, a lot of crypto enthusiast will still fail to buy because, they must have gotten a new dip to look forward to.

^ This was my mindset before, anytime is the perfect time to buy BTC and held it in a long term.
But now I have realized that when there is a bear market it really takes a long time to recover because there will be more people get panic selling and it will continue to spread when there is no good news will come. For now, I always waiting for the perfect time, during this bear time I think the time to invest BTC and hold it for a long term. Because of what they said, the amount you purchased will remain and there is no loss if you will not act of selling.

I predict bitcoin will decline even more to $260k or $28k, at which point we will be able to determine whether now is the correct time to buy. And, yes, the majority of people have been waiting for this to happen again, and I personally know a few folks who are just waiting for this downturn. Though I believe they have some reservations because most of them are predicting a probable 2018 scenario, similar to what most people here are predicting, I believe it is still too early to determine if it will happen or not. We should continually keep an eye on the market to see if the support is broken and the slump continues, as it did in 2018.
