I planned to buy some altcoins now that we are in a bear market but someone I knew is telling me not to, that its possible more dumps will take place, my question is how will I know when it's the right time to buy coins?

Looking at this thread? it seems that shill account is surrounding this POint Network and have seen so many accounts posting good about this yet cannot find it better in other aspect .

Shilling is quite common on bitcointalk. There is nothing that stops you from starting a brand new account and start shilling right away, so in order to get attention, you could start 1000 accounts in a single day, and then post shilling posts from that 1000 accounts, and suddenly you have a topic that is on fire and even if it looks annoying, there will be a lot of people who will see about your project instead of nobody hearing about it.

That's why many projects end up starting a brand new account and hoping that it would go up again. That doesn't mean that it will go on like that, but it means that we are going to see shillers not stop and keep doing this.

Indeed a bear market is a good opportunity to enter into it. But not everyone can be patient in holding the assets they have to their destination. This is the problem, when the person is impatient and it turns into panic.

We don't speculate to buy random coins and only rely on our patience to take good profits in the future. Although we are quite patient to hold a long time, we will get nothing if we buy the wrong coins. Bad coins may disappear or delist from the exchanges. There are many coins that can't survive a long time in the market. So, we must be very careful to choose coins to buy.

We need to dig deeper mate , it is our money so it is our obligation to make it safer and that is what we all need to understand here.

if you are going to believe what others will tell you? then surely you will earn nothing but scary and losses, the market is volatile and risky but if you knew what coin to buy then never listen to anyone and besides it is your money , you will be the one to win or lose so listen to your instinct instead.

You will never be able to time the market exactly. Just buy when the market is red and nobody is talking about crypto. Sell when your parents ask you how to buy crypto. Another way to profit is to yield farm using DeFi or to stake cryptos like NEAR, CNDL, and ICP for up to 20% APY.

yeah mate it is true , but I believe with all of us pointing this and also with our knowledge on how to check legitimate projects ? this shilling will only less the  attraction from investors site because we are not new from this strategy , because legit projects don't need to do such act for their advertising .

I don't see him typed that coins but in fairness both coins are two of the most trusted due to their old age and past good performances but other than btc and eth, it's not bad to add some more if you are a person that prefers to diversify your funds as there are still great coins out there.

We can use the top 5 or the top 10 coins on cmc and coingecko as a reference if we don't know where to start. Top coins such as eth and btc are actually coins who are more volatile so they do drop frequently and can also drop dramatically like the ones we are witnessing now but eth have started to recover first on it's own and I think that is due to the merge which happened recently.
