We actually know when the right time to buy and to sell. Bearish season is the time to buy coins, meanwhile the bullish season is the time to sell coins.
You don't need to wait for people selling their coins in large quantities, the market have enough coins for you. It depends on you how many coins to buy, it is about how much money you have. But I suggest to always use the amount of money that you can put on crypto investment for a long time.

So as an investor risk management is one of the skill we need to build on, and that is why we must conduct proper research before trusting any coin for investment. Even if you plan on making very small investment on a coin, you still have to verify it's legit before holding, so that we are sure that the only risk left is that of the volatility of the coin to know when to sell. But for Bitcoin investment you don't actually need to worry about selling your coin based on volatility untill you a re satisfied with your holding. And that is why I'm a full-time Bitcoin holder.

It will depend on the Altcoin at which you want to buy, if it is top Altcoins like Ethereum, Litecoin, Solana and so many of them with Ethereum the most highly correlated to Bitcoin then it is very much acceptable to invest now because when Bitcoin will experience the bull run they will aswell pertake in the big pump. But if it is among the new Altcoins then close research should be considered before making any investment.
