It is because of the hype just like Shiba Inu got before. Everyone is rushing to buy it before the believed pump comes. Honestly, the pump for it after it had gone almost zero has already happened. People still putting their hope on it but I'd say that there's no more expectation that it will be the same as before, it's gone and almost dead. Do not follow and catch those falling knives into your hands if you're thinking of investing huge amount.

LUNA now is becoming the most favorite altcoin for gambling. There are many gamblers in $LUNA than in other altcoins. I don't know how it will move in coming months and will it make many people get rich like Shiba Inu? I don't know honestly

Shiba Inu has big communities and it is not wrong if I say Luna has big communities too. Anyway after the shock, communities and whales must to rebuild their plans for future. If there are games in future, it must be rebuilt. So I don't expect to see any big pumps in near future.

Back to the question of OP, Binance is the best way to buy LUNA because CZ repeatedly said that Binance will support community no matter how the vote will end (hardfork or not).

I'm not sure if this can come happen like SHiba does because 1st? LUNA had already reached the top last year and also this coin had already dumped so much amount so what i see here?

Gambler is using the coin at least to maintain their position while waiting for the chances of the value to increase .

Although I would not suggest it, you can buy it in a number of known exchanges such as Binance, if you are thinking of buying from Centralized exchanges. However, if you are thinking of buying from Decentralized exchanges, you can get through Trust Wallet with BNB.

Buying from the centralized exchange site will become the best choice, terra luna will be swapping its old token into the new token and exchange site will be swapping this token directly. Any users that buy outside of centralized exchange site must have moved their assets into the terra wallet to receive the airdrop from the developers. If he has bought his terra and it's better for him to keep it. Airdrop will be coming as soon as possible

I was surprised to see that people wanted to buy Luna even after such a big incident. Many people still rely on Luna to buy but I don't think it's good idea to rely on Luna anymore. Even then they came with new freatures But I don't think it would be wise to invest long-term in it, as it has become a lot like meme coins.  In the future, it may even disappear.
Now let's come into your question- After all, if you still want to buy Luna, you can use the best exchanger Binance.

But, you aren't curious on why they are not allowing it anymore? By there you can ask why or you will investigate for yourself if what really happens. Don't ever try to look for alternatives and buy this coin because only headaches are waiting for you.

You won't know what if the ones that will deal luna coin to you are scammers. That is going to be likely since scammers know that many people are still looking for this coin but even if let say you haven't got scammed, the chance of losing hodling this coin is still high.

There are luna 2.0 which is said to be the fork of luna but I won't still recommend anything related to it. Why can't you just go on much safer coins like bnb or eth?
