The leaders where determined and developed their own country with their personal mineral resources mostly gold and crude oil, they saw a vision and they worked towards it ,it become possible when they saw the need too .

Dubai is an excellent example for developing countries that when leadership is honest, dedicated and visionary and believes in equal distribution of wealth any big mile stone is possible to achieve. Having huge oil reserves helps financing of development projects but if the ruling elite is corrupt then huge part of cash goes in pockets of corrupt administration through kick back and a little is spent on projects. There are many examples of oil rich counties where general public is still poor despite oil reserves and Nigeria is one of them.

I come from a country where the government pay no form of attention to its citizens and it took me a while but I eventually understood that if you want to be rich in spite of a corrupt government you would.
There are remarkable people in the world today who started from nothing and today they are millions without the help of any government whatsoever.
Dubai is a remarkable country with so much opportunity to get rich,  if you live in Dubai and remain poor then no matter where you go, there would always be a very high probability of you will remain poor.

They keep their citizens rich and also found way to utilise the work of them for cheaper through the workers from third world countries as mentioned above but the growth is unimaginable so it is a place we can use as an example. Dubai isn't that much strict as other middle East countries that is why also one of the reason people who have lot of money wanted to go there to spend them.

There is no country that does not have population of poor people, no matter how developed or rich that country is. Britain has it. Russia has it also, like the USA, Canada and others. But a low poverty population is what every country should struggle to keep to make it appear rich. What is happening in Dubai is what can not happen in third world Africa continent where leaders are corrupt and are stealing everything they can lay their hands on without thinking of developing the country. Selfish leadership in Africa can not make Africans smell what is happening in Dubai and that is why op is so surprised about the speed of transformation in Dubai.

The truth isn't far drom this and its followed by a true leadership for which, the Prince sees the need to develop his nation other than acquiring all the wealth for himself. Well technically, he's still at the receiving end of it all so, why won't he put in the necessary to develop the UAE.

In line with truths not told, its the suffering the people have to endure for this change change come through. As stated above by Cnut is just a tip and that's so unfair to its workers at the lower profile. They are working them out on a daily and still thy get to the the scrabs. Dubai is a perfect example of what bad city planing and flashy over the top vanity projects can become when you are new money. Corruption has nothing to do with it, and it's easy to have a vision when you have the means to do it, unlike many other underdevelooed countries. So Dubay is good examole of nothing at all and applicable to nothing.

Capitalist system sure beats what happen with Venezuela. Their currency used to be one of the most valued currencies in the world supported by all the oil they were producing. Problem was, they elected a socialist that taxed high income earners and poured money into welfare programs ie wealth redistribution. Then oil prices crashed and they couldn't sustain their economy anymore. You need more than just oil to create a successful economy. It apparently takes some effort not to crash the country into an economic ditch if Venezuela is any indication.
