I don't know why you can't.From what I recall in the Rx 580 8GB time in 2017 or something like that a friend of mine was having big difficulties running more than 9 cards in Windows,he had a motherboard with a lot of riser Pciex1 to x16 slots I think it was the Asus B250 Mining Expert or similar. At that time he had 12 cards in total and 4 PSU-s of 750 Watt each, every time he was installing the 10th card the slow down and then the crash was always there in Windows 10 which was not the same as now back in 2017,many features are added now to Windows 10.He switched to HiveOS back then, followed the instructions and 12 cards were recognized out of the box and they were mining without problems.

I believe you already have seen this video but in case you haven't this is one of the most informative ones to setting up HiveOS properly

I have some rigs with 13 or more GPU´s since 2017 on windows - no problem. Linux cannot handle so much GPU´s out of the box, but you can expand it to over 20. 12 is ok on HiveOS out of the box i think.

Nothing to do with the mobo, you can run 13 cards on every mobo with a splitter. In the past, the solution was to mix the gpu´s - AMD and Nvidia.

Hope to see some improvements for more GPU´s than 13 under Linux.

@david739

you use a normal Linux Distro? This will not work with more than 7 GPU from the same brand, you must mix it with 6 nvidia and than it will work. This was the only way in the past for this old linux kernels

EDIT:
here is an part of the asrock advice:

Materials you need
1. ASRock H110 Pro BTC+ motherboard
2. Total power supply up to 2400W
3. Adapter for dual power supply (Optional)
4. PCIe riser kit*13
5. 13*AMD/8*AMD + 5*NVIDIA graphic cards.
6. Dedicated frame for 13 VGA mining
7. SSD boot drive
8. Minimum 4GB RAM (8GB is recommended)

I would not run more than 10 video cards on any motherboard. The potential for technical problems is too great. Not worth saving a few bucks on system component costs. If you want more stability, go with 8 cards.

13 since 2017 ubuntu.

And no not all motherboards can run 13 gpus….. even with splitters.  Chipsets and pcie lanes matter.

Safe yourself the headache and download hiveOS instead, it's easier to operate and you can use many graphic cards on hives unless your motherboard doesn't allow you, using Linux OS direct can be tricky but hive OS is also based on Linux too and it's built for mining only.
