Hello,
The question is in the title. I just want to know if I can do this since I am thinking about opening an important topic as I see it.

The problem is there is some sort of group of casino promoters (more or less scammy), who throw themselves into any topic, start posting nonsense messages and merit each other on their messages. In some way, they "cloud' the topic and prevent people from having a honest conversation between people who just want to communicate between each other.

Yes you can create a self moderated topic in the gambling section, here are the exceptions, or the sections you can't moderate your own topics in:
The excluded sections are Meta (except for this topic), Scam Accusations, Important Announcements, and Auctions. Tagged scammers can't use this feature.

Self-moderated threads in the gambling section are allowed. However, you shouldn't open such threads if the topic of discussion is someone's reputation or matters related to money. Also deleting legit posts that you don't agree with makes you look bad. Besides, everything that is posted on Bitcointalk will get picked up by Ninjastic.space and LoyceV's scrapper, so deleting it won't get rid of the post entirely. Moderating a thread to prevent the truth from coming out isn't going to get you anywhere.

Judging by your trust feedback, I assume this is going to be a self-modded thread about FortuneJack.

Self-moderated threads in the gambling section are allowed. However, you shouldn't open such threads if the topic of discussion is someone's reputation or matters related to money. I won't presume thats what OP is up for yet so, I won't judge although, I agree OP has got a case for grievance looking at the amount involved but, its been justified already forumwise.
Creating a Self-moderated threads only to shade free speech or individual views on a two side to a story issue would be fowl play as it hides the truth. So, you could try getting your reasons write and be sure to do actual moderation on the thread so as to prevent spamming.
Other than these, your free to create your Self-moderated on the gambling board and other boards with exceptions to those stated by Z-tight and should you wish to remove the self moderation, moving it to meta and back does the trick.

I was going to say that but then OP could be needing a self moderated thread for other reasons apart from censorship. Spamming and trolling are major reasons most thread openers choose self moderation. OP, if your reason is anything like others insinuated then you're in for a big shock because no one will take you seriously; especially if the content of your thread is on money or reputation of another user.

When creating a new topic, there's an additional options icon at the left side of the text box; click on that and then select self moderated.

They're not disagreeing. They've just read half the sentence and started to make accusations of bribery, and then everyone who comes after does copy/paste of what the one before said with different words. It's just that they're here to throw some meaningless posts. I don't have to deal with this, and feel compelled to answer because they couldn't read 2 short sentences in my original post.

I simply want to spend time for people who want to communicate not spam.

Firstly, making consecutive posts is against the forum rules. Best to edit the new post into the previous reply.
I had gone through the thread and understood that some members misinterpreted the idea of the incentive you offered, to get users support or oppose the flag.

It's not still enough basis to moderate and delete such comments for me. Engaging and clearing up the confusion is a better approach imo.
Having a topic to be self moderated in the first place could discourage lots of users from replying to it.

I can see that other users already answered this, so no need for me to repeat what has already been said. But I would like to draw your attention to the post Z-tight wrote and the quote from theymos that he/she shared. If I understand the quote properly, tagged scammers (with this I assume he means users who have negative feedback) can't create self-moderated threads. Since you have two negative feedback to your name, I guess you belong to that group and it might not be possible for you to create self-moderated threads unless that functionality is now available to all forum members.

If I understand the quote properly, tagged scammers (with this I assume he means users who have negative feedback) can't create self-moderated threads.
The "scammer tag" was removed before I joined Bitcointalk. It was replaced by the Trust system, and old scammer tags were replaced by negative feedback from OldScammerTag. See Feedback sent by OldScammerTag.

TL;DR: OP can create self-moderated topics.

The previous thread he created on Reputation section Should we not get negative feedback for expressing our views? How about me? when somebody disagree with his opinion, he call those users are talking non sense, I wouldn't surprised if someone leave opposite opinion about his self moderated thread, he will delete it. Self moderatod feature are really useful to prevent from spammer, but some people abuse it by deleting the post that he doesn't like, even the post is constructive and have a point.

Here we go, as I predicted in my OP, 4 professional nonsense talkers and scam promoters immediately pop up to throw in their messages.

Is that even allowed? The sticky thread One thread per site ONLY mentions an exception in case you have to warn for a potential scam, but this topic is basically telling readers to read the Terms.
It literally says so when you sign up:

I saw it earlier today and wrote the following post in it:

I am not the one who created a scam accusation thread accusing a bookie of scamming him despite the community telling you that their terms and conditions show that the maximum payout is €100.000 and that you are wrong. Seeing that your cries over not having received a payout of €200.000 didn't work in the scam accusation board, you decided to create a self-moderated thread in Gambling and delete comments that you don't agree with and which proves you wrong. Like the fact that the screenshot you posted shows the paragraph in which they explain the maximum payouts per bet. No one agreed with your thread in Scam Accusations and no one agrees with the one in Gambling. Stupid!

One more board: Archival. You can not set up self-moderation for your topic in this board.

In addition, I'd like to note that the Archival board is for old stuffs ~ old topics that you no longer use it, hence you will move them to Archival and probably should lock it.
You can reply in topics in Archival board (I just checked it).

In self moderated thread the creator of the thread himself has the perks to add his own criteria he even can mention the users eho shouldn't reply here but do yiu really think it is going to make a healthy discussion, to delete spam its okay but deleting the comments you're not agreeing with maybe little annoying which also make the bad impression and users won't reply at all. You can use the report to moderator option to delete the comments which is spam or goes against any of the forum rules. Anyway the simple answer is yes you can create and do what you want but consequences depends on others impression.
