What is the most effective way to promote my own URL shortener?

As the title says, i made a new URL shortener and i want to promote it.
I have a budget of ~100$ in LTC and DOGE each and ready to spend it if needed.

Should i advertise it on PTC? Will it be effective?
Is there any URL shortener aggregator / list where i can add my shortener?
Do i have some other options i missed?
