Is there a way to block a USDT address or report a USDT address for a fraud case or this power belongs to the USDT team only? I am trying to deal with a scammer myself that have scammed many people and still counting.

I think yes. Contact the owner of Tether, and report the address, if there are several encounter and issues on that regarding scam maybe thry can take a look and investigate. Most likely being hold are those with big transactions and if caught right away. Tether has recorded to hold some wallet asset before, so its possible just needef some justification and evidence to that.

I doubt you will get a response unless the money is big, I mean in hundreds of thousands or millions, USDT team don't care about less amount of money because I have a friend that got scammed of 20,000$+ in 2019 and he took the same step but they don't just give a damn.

There's this case of the Tether team having frozen addresses so that they won't be spent because those were hacked funds, so like you're asking, it's likely possible.
As they've suggested to contact the team and from there, you have to give the details to them if they will ever respond to you. Prove everything to them as what you're saying.
