1. Which part if those spammer can be said as alt farm?
Well, I don't have proofs that they are alt. But, By their post history, posting pattern and registration date, I assume they are alts.
2. Why does moderators ban those accounts? it's temporary or permanent? AFAIK most accounts got banned due to plagiarism or evading ban, not spamming.
Well, Plagiarism and an evading ban is the most common case. But, You may also get banned for a lot of reasons including Low-value posts, Off-Topic, Trolling, Begging, and 29 more. The forum has 33 written rules and you can be banned if you violate one of them.
Forum rules
1. No zero or low value, pointless or uninteresting posts or threads.

4. No referral code (ref link) spam.

13. Bumps, "updates" are limited to once per 24 hours per thread. Bumping multiple threads at the same time is allowed if it's not annoying.

[6][e]16. Do not have more than one active sales topic in the Currency exchange board.

19. Possible (or real) scams and Trust ratings are not moderated (to prevent moderation abuse).
