Once the countdown timer end, maybe punt do a random draw to choose the winner of the freebies.
It seems that the more you put in the freebies and the more you wager, the higher chance for you to win it.
Although raffle is a common thing in gambling industry but I can say that the one in punt is a unique feature, never seen it before in other casinos (with the same/similar concept).

Its business and not a charity for those people who do say that they do bleed out money which it would really be casual or a standard thing that they would really be doing these things and made out some adjustments later on when they are already getting some considerable traffic.
