What's the best I can buy for RTX 3070 ti and 3080s that can suppress heat been discharged when gaming and mining, the GPUs gets less heat when I open the cover of the case I have presently but I don't want to keep the case opened because of dust in my area.

Look at reviews of Cold Case on 8-12 Video Cards. This case has airflow separation and removable dust filters. According to reviews, a very good case, but from the minuses, it takes a very long time to assemble it. Or look at analogues in your country.

Having a closed case can be tricky.

A regular gamer PC case will have heating and ventilation issues with only 2 GPUs. Usually one GPU will be fine but depending on how close it is to the other GPU on the motherboard, that one will have heat issues due to lack of ventilation space.

If you really want to have 2, you can use a large PC gamer case but you should seperate them as far as you can on the motherboard and then with good intake and exhaust fans you will be fine.

If you want more than 2, then you need a server chassis case which is good for up to 8 GPUs but its crazy loud.

Take a look at GamersNexus or KitGuru on youtube.

The one that springs to mind is a Fractal Design Torrent/Phanteks/Lian Li cases.
GamersNexus specially tests the cases for cooling and airflow.

for a dual purpose system for gaming and mining, i like the Lian Li 011.

These are dual chamber systems with PSU in the chamber behind the motherboard, and all the rest of the components in the chamber with the motherboard.

In the main chamber, you have space on the bottom for three 120 fans to bring cold air from the bottom into the system.   I'll normally put my hot running card next to the bottom intake fans and the cooler card above that... depends on the cards and the configurations. really.

I have three of them for my three primary desktop for combo dailyuse/gaming/mining systems.
The cooling is phenomenal and the build quality is one of the best.

This is a mining case, op asked for a gaming case that can also be used for mining.

This is going to be tough to come by, most gaming cases have only RGB fans in them and they aren't good for cooling when it comes to mining, you need something with enough holes around them and fans inside too, like this

Add extra cooling fans and the holes will serve as extra heat dissipation, this will also reduce dust, better than opening the case.

you are correct I missed that.

its very hard to get a good two card case.

thor from rosewill is a huge case.

https://www.rosewill.com/legacy2t/product/rosewill-thor-v2-gaming-atx-full-tower-computer-case-supports-up-to-e-atx-xl-atx-4-preinstalled-fans/

load it with some large fans from noctua.

https://www.newegg.com/noctua-nf-a14-ippc-3000-pwm-case-fan/p/N82E16835608048?

get a really big mobo with space for the cards.

If dust is the issue you'll need lots of fans and filters. You can't "suppress" the heat but you can channel it away from its source.
Maybe a computer/mining case isn't the solution, maybe just a well ventilated and filtered enclosure of some kind like a tent.

A gaming PC should be behind a closed door, in a room, so what dust are we talking about? Are you living in a area with a sawmill industry or what? Rooms do have windows and they can be closed too, I always leave my PC case opened and I have no dust issues, less heat compare to a closed case.

I have open builds for mining/gaming.

I did use a thor case in a guys office.

If you are handy and have some tools 🛠 you can build very good looking open builds.

they don't get that dusty.

I clean my personal PC every two weeks and the dust isn't always much, not enough to affect the machine negatively so its a waste of time finding a case just to get rid of dusts, as for heat when mining you will have to open the case, my 3080 gets high temp of 102°C and if I open the case it goes down to 98°C.

I clean my video cards from dust a maximum of several times a year. Maybe I got bold?
It is probably better to buy a housing with a filter and clean or wash this filter at a longer interval.
Or don't buy hot video cards. All the same, I'm more inclined towards the option of a closed case with a filter, if the video cards have already been purchased.
