My assumption is used by people who live in urban areas, because internet network is not available in rural areas, 50% of what you mentioned is more relevant in urban areas.
I wouldn't call this the CBDC experiment I'd want. It'd have been preferable to have been done by a country a lot bigger with a lot more protections against things that could go wrong (I'd expect the central African Republic and El Salvador to go similar ways in rushing out approaches that are less likely to be successful than ones that are fully planned - but maybe that's what's needed at this time for other countries to consider catching up).
