The rule clearly states that "You cannot submit a new entry until I have reviewed your last one." but I was wondering how do I figure out whether @fillippone has reviewed my application or not ?

Consider that he review my application and do not choose to merit any of the posts in it, how will I ever know about it so that I can post my second application ?
In case he does merit even one of the posts it becomes easy to know that he had reviewed the posts.

Am I missing anything here ?

If I didn't merit any of your posts, you should ask why I decided to do so.
You probably broke some rules of the thread, typically submitting posts too old or in denied boards.

If you see the submission before yours has been merited and those after your submission were as well, you can legitimately think your posts were not merited.
I usually give one merit if you manage to get at least one merit in the submitted posts... if i havne't done so.... again, you should make sure your posts are in the spirit of the thread, before submitting a new set.

I believe it would be easier to know if you just quote that application post here which you have reviewed at your end at the end of every review cycle.

I think this overcomplicate things. It wouldn't be much help when you cannot recognise every possible user in the thread, while it’s very easy to see if your preceding user of following user did receive merit.
Just remember the base case is you should receive at least one merit, if thisexrelasy are your best merits.

Now how do you know if your previous users have received merit? For this, first check the previous pages of your application post. If you see that @fillippone has sent 1 merit in the application post, then you should understand that the post has been reviewed. For example, see the posts below.
