They are promoting this fake coinmarketcap website to hack crypto users wallets. Because they will ask to connect your wallet to this website. Scammers have been creating such fake websites targeting Ethereum merge for some time now, I found the link of this website today in a Telegram group. Scammers using this technique will keep coming up with more fake websites so crypto users should be more careful.

I can access the page and it looks fresh and clean. The root folder does not have any content but the subdomain. I wonder how much it costs to make such websites and how they start getting traffic in their page within this short time. Surely they invest some money upfront with the time too. If they could use it for good cause then everyone could benefit from it.

After they build the website they spend a lot of effort to reach that website to crypto users using social media. The way they use their time for bad purposes, if they use that time for something good, it would be beneficial for the crypto community. Crypto users who have no idea about Merge can trust such websites to secure their funds. And once scammers get access to that user's wallet, they can steal the entire fund. Scammers know there are a lot of new crypto users who can be scammed, so they spend money on creating such websites.

This is one of those calculated scams that have been prepared for a long time considering that it was known that this merger or whatever it is called will happen. Nowadays, it is not complicated or expensive to make a website like this, especially since such people do not hesitate to steal code and design from others, and advertising can be quite cheap if the scammer uses social networks personally, or hires someone who does it professionally and he does not charge dearly for his service.

If we look at the Services board, you can see that exactly such advertising is offered, and after all, various databases of crypto users are available online - the Ledger database alone had over 1 million publicly exposed e-mails.

What we can do is warn others and report the site as deceptive, and the easiest way is through the browser: Help -> Report deceptive site

The more reports, the sooner the website will be blocked in all major browsers (Chrome, Firefox, Opera...)

Thats the problem. Its so easy for someone to create all over again and used different trend news for scamming. Is there a way to strict the creation of such website or impose maybe a KYC before they are allowed to do one or at least ask for a credentials where the users info could be recorded in any case they are trying to do a scam, authority can bust them out.

Usually official and legit websites don't have double letters like coinmarketcapp or coingeckoo. If you see a domain name with double or tripple letter, it is an suspicious signal of a phishing site.

Because it is only signal, you must check further with whois or google with keyword like scam, phishing. Moreover, you can check site traffic with https://www.similarweb.com/ because a new and scam site likely has low traffic and does not have too long record.

Most people don't pay attention to that unfortunately. They should, but they don't. There is also the language barrier that is a problem. Those not familiar with English wouldn't know that "cap", as in "market capitalization", isn't spelled with a double "p". And the brain sees what the brain wants to see if you don't have much knowledge about scams and phishing. If you check the top left corner of the image in OP, they have added the official logo of CoinMarketCap and that's what the victims will see when they access the site.

Many people follow the update about ETH merge so this is indeed really a good catch since this is good warning to those people who's not very much knowledgeable about schemes like this. Also its really better for anyone to check always the url since this will also verify all our assumptions since many fake websites try this attempt so that they can scam many people.

Oy.  It figures there would be at least a few scammers trying to take advantage of all the chaos the ETH merge is causing in the GPU mining space, but I wouldn't have predicted any of them going this route, i.e., counting on people misspelling a website's name.  It's deviously clever, but hopefully anyone who's been involved with ETH will be wary enough to avoid this kind of crap.  In fact, you'd think most altcoiners would have CMC bookmarked and thus wouldn't even have to worry about getting scammed by whoever's behind this.

Indeed, many scammers are trying to take advantage of the advantages of Ethereum Merge to continue to spread the phishing sites they created, even though this is not stopping them from creating a twitter account with the name Vitalik (fake) and spreading it everywhere I have seen it so many scammers are still doing this common practice.
I see every tweet from a verified user the scammers will reply by sharing a fake phishing site as you can see in this reply: https://twitter.com/AltcoinDailyio/status/1571343527958941697 not only in this tweet there are still many out there scammers keep sharing stuff like that.

Ethereum Merge is indeed an opportunity for scammers to take action and they continue to carry out this practice in every trend that exists, of course I also expect beginner vigilance to be careful because scammers are now everywhere I hope they for beginners avoid this.

I wish you were right, but it seems to me that no one does this kind of thing just for the sake of trying, but that scams in the world of cryptocurrencies are very profitable, which has been proven many times. Basically scammers always target newbies so that they can easily get their desired victims. People who know about such scams/phishing in crypto market will never click on unknown links. This website has been created by scammers in such a way that if you don't look carefully at the url, you will not be able to understand that it is a fake website. So newbies need to be smarter so that they don't become easy prey.
