In my country, there are two companies which are responsible for the certification and testing of goods. Every year, company A certifies company B in order to become accredited for that. a little later, Company B issues a certificate to Company A and so they go round and round every year. But they were initially approved by the state administration.
The authority from which c4 certifies people is based on the people behind it, specially antonopoulos and Vitalik buterin.

Imo.
Anyway, I think such certifications are useful for (as they say): project architects, accountants, compliance departments, but not really sales (unless Bitcoin is being offered as a payment method by the org).
This kind of stuff would be useful in crypto exchanges and fintechs, but that's about it.
I think it might be useful for people who write in news websites as well. Such as bitcoin magazine and so on
