Yes, one can only guess which criteria is used. Obviously it is not just post count in total but it seems to be not merit related too (shouldn't be a problem with merit to post ratio of ~1).
My guess: post count is the criteria but only those posts are counted which would be paid if 25 max wasn't reached. If you then overcome treshhold of about 40-50 "valid" posts you get it.

But i switched anyway because no Sr. spot seems to be available. But for all of you i wish maximum succuss with the campaign.
