In our time, any news must be double-checked several times, and still, if there is doubt, allow yourself to doubt. I don't doubt these could be news at a crypto news portal, because I've already seen this kind of advertisement before. Usually these portals try to discredit bitcoin while endorsing a random altcoin as something miraculous which is leading investors to hundred or thousand percentage profit. The reason behind this practice is profit for the website and article writer, without any doubts, but I'm not sure exactly how the profit is made. That is, if they are directly paid by the project for shilling or if they profit through ads solely.

Those are paid articles with click bait titles. Those articles will have some kind of tags such as a sponsored tag or an advertisement tag. If you look at the end of the article/news, you will notice that the site states that it is a paid article and that the information might be biased and hasn't been verified by the team. Most of those paid contents aren't moderated and you will notice that they are never at the "news" section. And you will only see those extremely biased articles on news portals that aren't known to everyone and doesn't have much traffic.

This is the article in question and yes, this isn't news coming from a crypto news outlet but rather a paid press release as what PX-Z noted. This isn't new in the industry, there are even more projects that could do it alone in a day to paid random sites to make it look like it's trending. They can only pay two sites? One of the first things that i have learned back in 2017 when i joined the crypto space was that it is basically the wild west in terms of blatant shilling, misinformation, spreading false FUD, creating false hype and so on. It is too hard to think if the source is real or something created to fool people. Many people neglect to read and understand it carefully or finding the authenticity of the source. I'd see how terrible being doing this but I did this oftentimes until I realized that I was wrong, really. Even seeing feedback, it was even hard to see negative but mostly positive which we could think is really good. But behind those beautiful words, there is something hidden negative that nobody knows until someone brought it outside.

For the various obvious reasons. I mean to loot peoples money, get free money flowing into their wallets and never look back towards the project. The cheaters are growing at an alarming rate these days because they will pull out multiple scams one after another. For example, in the OP's case they might gain some money from the presale because there are always some people who will be buying blindly and thus scammers will will have a good balance at the end. Same here, I also skip those kinds of news especially when the news talks about the future price of that altcoin.  It is very impossible to know the future price of an altcoin if it hasn't been successful in its crowdfunding space.  It is also funny to see a starting project with lots of partnerships, I couldn't believe it as long as the partner involved admitted or publish it on their own site.

There are lots of new shitcoin projects today that publish stuff that isn't true.  It is really annoying and I hope there would be a regulation that will check on the validity of partnership, and news spread by a certain project since many of these so-called partnerships is only one-sided.

When you have the money to pay media, they will do whatever you said, likely, moroever if they release a PR about a certain project, they will always inform about the positive sides of the project, make some hype about the project, and some may be too over. This is how some certain media working on, based on the order. I was seeing top gainers on coingecko and there was one coin with over 4000% gains in last 24 hours. I though coingecko is a reputed site and it will ever list scam projects. But after investing , when the value grew and I tried to withdraw , there was no option for this. It was a complete scam coin. They might have paid other sites for getting listed on top gainers lists. If I would have made more research about this project before investing, I would not have lost my money.

25% seems lower compared to the previous years. This is great as it shows that people are now learning and maybe most of these percents are only newbies who still lack knowledge on what is scam and what is not.

Scams can be posted or found anywhere but the worse thing is if it posted on the social media but it's no brainer on why scammers love this place because there are many people who are involved on it now as they are very useful. That is true, it is not just about crypto but the whole world is filled with fake news these days. It doesn't even have to be fake, you can shift the words around by stating something good and making it bad looking as well.

Like someone could win a million dollars from lottery, and you can title the news "everyone else lost" and suddenly it looks like a bad thing right? Same here, I think when bitcoin goes up, instead of saying bitcoin went up, they can say "bitcoin may fall even harder due to increased price" or something and make it sound like a bad thing. But this is just rarely happening and if I'm going to look into crypto news, I'll also check the reputable ones instead of some unknown crypto news that I have never heard of.
