App wallet like this:
Where is BTC ETH USDT and maybe other coins.
Fully decentralized safe and secure and Also have debit card connected so you can pay on stores safe and secure.
Similar with liverty reserve wich was best only was used by not honest means but the core idea of libery reserve was best one we Ever seen.

But Are there such a wallet app ? If not i think it should be

Probably the only 'truly' decentralized wallet we have today is Bitcoin Core, along with probably Electrum due to it's diverse contributors. Maybe you're looking for something non-custodial and open-source, rather than actually decentralized? Because a wallet not being decentralized is totally fine.

Also, I don't think it's possible to have a decentralized wallet and have a debit card connected.

Are you sure Liberty Reserve's wallet was Decentralized?  Was it even Open Source at all?

I think you need to tell us a little bit more about what you are looking for.  Are you looking to pay at stores with your actual Debit card or are you looking for a Wallet app that lets you pay at stores with your Cryptocurrencies?

I really doubt Cryptocurrency Wallet developers will implement Debit cards into their software because Cryptocurrencies are supposed to be an alternative to banks.  If I give F-Droid a quick search, Unstoppable Wallet is the only one fitting closest to your description but it does not have Debit or Credit cards implemented.

As a side note, I suggest moving this article to the Altcoin Discussion board (this).

You can choose a hardware wallet abd buy one, you can download a cold storage wallet such as electrum and have your keys with you, bitcoincore is another means just as suggested already by mk4, its the best to choose of all but the requirements to achieving this has a but to do with technical potentials but trust me is the best and if you can't meet up with the requirements you can always refer back to the two options mentioned at first.

I'm assuming you want a non-custodial open source wallet. I'm not sure if you can store all of your coins in a single non-custodial wallet. Trust wallet claimed that they are non-custodial and open source. However, I have not verified it in any way. Another thing to consider is that if you connect your debit or credit card, you will not be able to use it without the involvement of a third party. Credit card purchases or transactions will not be made directly on non-custodial wallets. You should use a hardware wallet, but you will need a third party to connect your cards.

Trust wallet claimed that they are non-custodial and open source. However, I have not verified it in any way.
Trust Wallet is only partially Open Source.  They used to be fully, but they are not any more.

Some of the best-decentralized wallet apps include Bitcoin Core, Bitcoin Wallet, and Exodus.
Unsure Exodus is 'Decentralized'.  Bitcoin Core and presumably Bitcoin Wallet only have the option to store Bitcoin.  OP is looking for Altcoins as well.

Right term would be non-custodial wallet.
You should pay attention to use Open Source wallets that are tried and tested by community, audited and verified by websites like WalletScrutiny.
For multicoin wallets I would first suggest hardware wallets like Trezor, BitBox or Keystone, but you have to purchase them if you want to use them.
There are not many good alternative free software wallets, but I would say that good mobile wallet is Unstoppable.money, and for desktop you can check AtomicDex wallet.
Everything else is closed source wallets and I don't suggest using them for anything more than pocket money.

PS
It's best to stick with Bitcoin, and drop all other coins.

You are mixing buzzwords which together doesn't mean anything

A decentralized app is an application that once running cannot be stop by anyone. For example, a game like cryptokitties, or a Decentralized exchange or even a mixer service like tornado cash.
Those apps are running forever. Once you fuel them with gas/eth they will do what they were programmed for.

A Decentralized wallet just doesn't make any sense. A "wallet" is just an interface to use a number, which is the private key.

You can have open source wallets,  not decentralized ones. Wallets don't run anything.

Why would you need a debit card linked to your wallet anyway, you can pay just fine as long as the store support cryptocurrency. If you go to a store that doesn't support crypto then you should not use a crypto wallet to pay in the first place. Just carry some cash around or use a dedicated debit card so you don't risk your wallet being exposed to another party unintentionally.

The software itself cannot be decentralized because the code doesn't care about who is going to run it: it can be either a centralized entity or a community forming a consensus in a decentralized manner. Take the bitcoin community, for example, the decentralization in bitcoin is possible not because the software is designed in a certain way but because the community consists of people who have incentives to defend the principles encoded in bitcoin. Bitcoin has no centralized team of decision-makers, it has no marketing department to increase awareness and speed up global adoption, and it has no people in charge: everyone who joins the bitcoin community does it absolutely voluntarily. If you keep your bitcoins in cold storage, you can be sure that no one can take them from you; you are being defended by a strong community of supporters of decentralization. Now compare it to holding USDT in a wallet: your transactions can be censored, your addresses can be frozen, and the account of the issuer can be deleted by Fed. There is no decentralization, there is no hope, and the future is uncertain.

You seem to be trying to combine the incompatible, expecting to get a completely decentralized application with the ability to connect a debit card. Here you have to choose one of two. You can also separate these 2 functions: store the bulk of your savings in a decentralized wallet, and use another wallet for current needs, which will be able to connect bank cards. Why is this not a solution? This makes it even safer.

I think what you are trying to search for is:

 - A wallet manage more than one crypto.
 - It has an automatic exchange feature between cryptocurrencies
 - Decentralization and you control your keys.

I do not think that there is an open source wallet that provides these options, Exodus[1] provide these properties, but it is closed source, and not completely decentralized because they use third-party applications that work in the background.

Forget about debit and credit cards for the things you expect from a wallet. Your thread is somewhat similar to 3 questions about wallets and DEXs. Read that one for more information.

BTC, ETH, and USDT are supported on AtomicDEX and Bisq. But you won't find support for the USDT token available over Tron. The ETH and Solana versions are available.
You can trade some altcoins for fiat via Bisq, but the liquidity is very low. You can make atomic swaps with AtomicDEX, but like I said above, there is no support for Tron and TRC10/20 tokens.

I'm using Atomic wallet it's a reliable, secure and anonymous decentralized wallet, you don't need verification, you don't need KYC, you own all your private keys. There is a desktop version for PC and a mobile app as well.

BTC ETH USDT and many other coins and tokens can be stored and exchanged.

As for storing coins, the wallet lets you own all your private keys for bitcoin and altcoin as well, so you are completely safe.
But as for the exchange of coins, it is done through a third-party service, so additional fees are deducted, and this service may be prohibited in some countries.

Bitcoin or altcoin can also be purchased with a Visa card powered by SimPlex.

You can try decentralized Coinomi desktop wallet from British Virgin Islands - www.coinomi.com - with Bitcoin and 1770+ various altcoins, exchange built in, and debit card connected for crypto buying. Wallet do not charge any fee for receiving/sending, only network fees.
Are you running an ad Campaign for Coinomi on Bitcoin Talk?  If so, posts are not ad placeholders.  Advertise them in your Signature if that is what you will.

Firstly, it makes no sense to ask for receiving or sending fees as a Wallet when there are free alternatives.  It should be network fees only no matter the Wallet you use.

Second of all, Coinomi is anything but Decentralized.  They are Closed Source, you do not know what is happening behind the scenes.

If you want to get the full package as you mentioned, it seems complicated. Because some Non-Custodial wallets do not provide debit cards and some crypto wallets that provide special crypto credit cards that are different from ordinary credit cards, but it is centralized and far from decentralized and some also require KYC.
Why use a debit card? decentralized Wallet Non-Custodial non-KYC is enough, like electrum, and if you want something better install Bitcoin Core. Debit cards and credit cards will only lead to a centralized ecosystem.
