Though there are also chances that you need to decide with your bag holds, if you feel or think that there's nothing to wait better to sell it while the value is still considerable.

It's better to cut your losses if you really believe that there's nothing to wait and the team behind already abandon the project.

You can include Bitcoin and ETH on the chart as well to figure out that not only altcoins had suffered declines but also potential coins.
But guess what I see in the picture OP, these coins are almost no market value from the eye of the leading investors which is why they suffered the most when the market is in a bearing state. You can never expect them to see it will turn green unless the market had recovered but doubtful if they can make it due to a lack of support from the community.

There is nothing to do but hold them. It is too late to cut losses because most of my holdings are already at more than 50% losses.  But if ever I see that there are some future good movement of the altcoin I am holding, I am willing to accumulate a little more to at least maximize the profit when its market become bullis.  I think I need more than a year for my portfolio to recover, so yeah, I'll just endure the thought of losing for now and hold my altcoins until the market becomes bullish.

the many accidents involving the collapses of many coin like luna is the reason the current trend of bearish gonna gets longer than usually, it's mainly because of the fact that so many becomes doubtful in regard of the current circumstance of cryptocurrency in general, even there were a lot of fuds about binance and the likes meaning the trust has been declining a lot, therefore I think the current bearish trend will subsides maybe at the end of the next year but of course that's just my 2 cents, after all no one really knows when the bullish really comes.

How do you know that there will be a huge dump in 2023? 
If it is about the recession, I assume it is still an issue or a rumor. And the prices of crypto coins don't fully follow the world issue. I still remember that we have a bullrun season in 2021 although we experienced a big disaster (Covid-19) at that time. Anyway, considering the 4 years cycle, 2023 is the second year of bearish season. Ideally, the price of crypto coins begin to increase gradually, we are starting to toward the bullish season. Although there should be some dumps, commonly it won't be as huge as in the first year bearish.

What happens is that as time has passed the ratio of good projects to bad projects has been reduced to almost nothing, at the beginning when this market was on its early stages it seemed to me the developers were genuine on their desire to try to create a better coin than bitcoin, however once the ico craze took place the number of those developers went down and scammers took over, and since then things have gotten even worse to the point that I would be surprised that if out of 100 coins a single one was a legitimate project.

Actually, in this case, we don't need to be surprised because sooner or later, when it's easy to make projects or coins, it's certain that something like this will happen, especially at this time, it's not too difficult to create coins with minimal capital and leave them when you've really benefited, so scammers are indeed must be rampant here.

It is unlikely that the boom you are expecting will happen next year. The industry is not recovering as fast as we would like it to. It's much slower. I am inclined to believe that next year will be a recovery of projects, strengthening their capitalization. For a boom in projects to happen, there needs to be a lot of community interest and the presence of liquidity. The year 2023 will be cleaning up the aftermath of a harsh crypto winter, so don't expect some kind of bull run and project boom to happen in 2023. It's too soon.

About the alt bags, unfortunately I am not hodling much of the altcoins for very reason that we can see in their strength. Too much wide spread investment could be risky in the crypto market because the whole market crashes at the same time and goes up at the same time. The problem is it's volatility. If you consider only bitcoin then at least we get confidence that it is going to recover someday or other with higher volumes and position in the market. For the alts, it could be very risky bet. You loose volumetric profits with such high volatility from multiple alts. Thats why always be careful while choosing them.

Some alts will drop more, and some will get back up. I agree that Bitcoin was and is the best long-term investment, but some alts are here to stay, and I believe some of them will reach their previous prices and set up new records.

In the bear market, selling one altcoin to move to another asset is difficult and most bring in more losses, these decisions should be taken during the bull market where selling would lead to profits and you could use that to buy other coins.

Then again it is more on the shoulders of the investor. They might be in distress about profits or losses so they could sell and become more composed after letting go of that low performing coin.

In general altcoin bags need to be refreshed every few months whenever profits come in unrealized. Holding on to those coins leads to chances getting lost and you don't want that to happen in such a low performing market.
