Who will that be for a nation's first citizen to follow orders from before acting? You know that individual will be strong. As far as I can tell, I have never witnessed a circumstance in which the president of a nation is receiving instructions before acting. He only asks his cabinet members for their opinions.

You won't be able to discover who a president speaks with. Do you believe that people a president meets with are readily available to the general public without an invitation?

These ideas you have are extremely inappropriate and funny to me.

The real ruler of any country is unknown. If you know the social contract theory, you will understand the real in a state. Do you know that your country is a collateral for the president. Let me use Nigeria as a case study. This is a popular story that everyone knows in Nigeria. 1884-1885 there was a conference at Berlin to partition/scrambled African among the world powers to rule because of her natural resources and it sponsored by Bismarck. Bismarck who was a businessman took only 4 countries to rule. In 1900 he gave the country (Nigeria) to Lord Lugard to over see everything but Lord Lugard took command from Bismarck. That is to tell you that there is a head in every rulership. The number one citizens of any country take instructions from the top wealthiest personalities in the country because of their businesses.

War is bad because it makes people anxious and fearful. We risk mental health when we fight.
Everyone needs to look for ways to put a stop to any war.

The avoidance-avoidance approach is the only strategy that will be advised to all good leaders to put an end to war. Avoid it if you perceive any signals that could start a battle. And to escape it, seek for calm.
Second, in order to prevent war, a wise leader must practice tolerance.

Remember, for any policy or vital decision; there is always a think tank behind it that controls the policies and decisions taken by the government. However, it varies from country to country. This can consist of anyone—either the political party member, technocrats, or any particular member performing such acts. However, for the dominant countries, their motherland makes such policies. So to end the war, you need to talk to such authorities. However, it would be difficult for anyone to follow the supreme leader of any country to gain information.
