Who will that be for a nation's first citizen to follow orders from before acting? You know that individual will be strong. As far as I can tell, I have never witnessed a circumstance in which the president of a nation is receiving instructions before acting. He only asks his cabinet members for their opinions.

The real ruler of any country is unknown. If you know the social contract theory, you will understand the real in a state. Do you know that your country is a collateral for the president. Let me use Nigeria as a case study.
