if you want to compete with other top campaign managers then you have to prove that what you offer is more than what they offer for example;

+ marketing effectiveness that you offer. whether the target audience is touched
+ the budget that must be issued by the developer who hires you
+ percentage of success of the campaign if you handle
+ your reputation in the community

besides that, no one will give you a project at the start, you have to look for it yourself or you can create a topic in the "service thread" about your services.

The reason, in my opinion, is the spread of a lot of spammers and bounty hunters on the forum by creating more than one account. They create more than one account so that they can get more rewards and at the same time, if they are discovered, that is not a problem because they simply create a new account and abandon the old one.

Therefore, as the member's rank increases, trust and reputation will automatically increase, because this indicates that the member is doing well and wants to maintain his reputation.

High-ranking members care about their reputation a lot because they worked hard to build this account on the forum, while Newbie members don't care if their reputation is tarnished.

Yes, I agree some projects will allow bounty managers to hold the tokens or escrow them, I read in the past where a bounty manager run away with the token that he was holding for the bounty campaign because the manager was lower rank, I don't want to downgrade lower ranked members but they have to work their way to reach a level of trust and prove their honesty in being a campaign manager, the only way a newbie become a campaign manager, is if he is part of the team.

There are two type of compaign which manage by managers.
1: Signature Compaign (BTC) 2: Signature+ social Task(Altcoin)
Generally first one needed experience manager because these projects are high paying projects and need quality post maker while second one can be manage by new non experience also.

Also, it becomes easy to get a project when they charge a very small amount. I have seen a campaign manager getting paid $50/week. Some scam/shit project look for cheap services and that's how newbie gets the project because they charge according to their skill and rank. I'm sure no high-rank member would ever consider managing a bounty campaign for $100-$150/week even.

Money got different value in different parts of the world. People from first world countries wouldn't consider $100/week anything but on a contrary, a person from a third world country can live a pretty good life with that money. I'm sure that's one of the reasons why some people agree to work with less money compared to others, though rank and other factors affect this too.

If you got good skills in marketing then you can convince a dev to get a campaign for a project to manage still, you must need another set of skills to manage a campaign effectively. So, only by experience you can learn these skills not not just by learning from books or videos.

If you are really considering to become a Campaign Manager, you should try to encourage a good posting quality by rejecting low-quality spammers.
Better reduce your number of campaign spots and give out more BTC per spot to get better quality posters into your campaign.
Only selecting the best Bitcointalk Members and rejecting low quality signature hunters will help to reduce spam.
And it's recommend to add a monthly Merit requirement to discourage your participants from getting lazy. Because once accepted in a campaign, the worst spammers tend to drop the ball and just do the bare minimum to stay into the campaign...

Sometimes if a small company wants to run a campaign, they would make a new account on this forum and then run the campaign instead of hiring an manager who may be expensive for them. This is acceptable in some cases provided the campaign is honest and do not want to scam the bounties hunter / Signature participants and at the same time want to save some campaign management cost.

However, the drawback is that these newbies can easily scam the participants as they have nothing to lose expect the newbie account being marked as scammer and also their project being getting a bad name, which they rarely care as they make projects to earn quick money and then move on the the next one.
