The scammer might not be a friend and since you can't ask some questions from the victim we may never get the proper answer,  I am thinking maybe the victim went on social media and talk about how they got scammed in 2021? If a scammer is in the same group as OP for example on telegram they might look at the whole situation as an opportunity to rob the victim.

Ask the victim if he use Telegram from time to time and if he has ever talked about the scam on the telegram group before. I remember whenever I go into a Telegram group for complains strangers will start texting me, asking if I have fixed the problem, they pretend to be part of the team of the project.

I managed to safe a friend ( not very close ) from a scammer today.
...
1. The person DM him first.
2. Mysteriously he knew he lost some crypto in 2021.
3. He wants 10% of the missing or lost funds deposited first to his wallet.

you are a hero, you saved someone from being scammed 2 times, this is the reason why everyone who is in crypto must be constantly connected with people who have the same interests, for the exchange of information and advice to occur. note = Never trust someone who offers help on the internet, especially if you don't know the person's reputation.

I knew this is a old tactics but with the way this my friend felt after hearing about the possible refund I felt bad telling him that it's all a scam, I am still confused how this person knew he lost some funds in 2021 though, since this person is not ready to tell more about himself there is no way to find out.

What do you guys think? I am getting this vibe that maybe the first hack was done by the same person or the same organization?

reading the story that you wrote from the beginning, I also concluded that it was the same person who had deceived the victim (because from your story, the victim was a close person). do you not want to trap that person? because 100% it is the same scammer, who deceived your friend at the beginning.

Yes, you guessed correctly, it could be the same person who scammed him the first time because how does the person find out about how he was scammed in 2021? Firstly, the cryptocurrency scammer recovery fund scheme is a scam unless the issue is handed to the authority and blockchain analysis experts. From your explanation, the only reason the person that claimed to help your friend get back his fund will know he lost some crypto to the scammer in the year 2021 will be either through your friend's online post about it or the second trick was done by the same group that launched the first attack.

Similar person, who scammed him in 2021 probably?
Or have your friend told other people if he was scammed in 2021 in certain cryptos?

But whatever it is, you did the right thing and the decision will depend on your friend Sometimes, there is person who believes more n strange people than a friend. Hopefully, your friend is not one of them and trusts what you have said and explained. because here, I will never believe someone who reaches me at first and says that he wants to help me recover my money from scammers. This is strange and exactly this is a scam.

One thing about scammers is that whenever you are being targeted or falls victim to them after some while they will use another strategy to attack you again but this time it might looks similar with the previous method they used. Btw, your friend is too haste to make gain because I believe it was from investment chats he got scammed and this may likely be on investment of gaining back 40 to 50% within the next few days, at this point the victim will get brain washed with lots of lies. Anyway you did well at least you've save him from another scam attempt.

I don't want to start asking questions about his friends and stuff, he is way older than me and we aren't very close, I called him a friend because he live nearby and he is into Bitcoin mining. I guess he has a lot to learn and understand.

The scammer might be around or close to him/her which is why he knows that information, another one is the scammer got access to his/her email account and just dug for information there, there are lots of possibilities regarding that, but yes you're right its 100% scam and I suggest blocking him is the first thing to do, there is no way to recover those lost funds unless the owner found and recover it himself, but for the scammer to ask deposit first its a fraud.

It's been many years since I have started investing in crypto and I have never seen anyone losing their coins to scammers and later recover the coins through a platform or someone who is tech savvy helping them out, once you lost your coins it is gone forever, all that is let is to simply move on, if anyone contact you and claim they can help its another scam again.
