Unfortunately the problem is not resolved yet.
I have contacted a law suit in UK.
I have already paid them 1000 USD for preparing a demand letter and starting negotiations with them.
This is the best solution since they took so long to respond, unfortunately there are other complaints on CEX.IO you can look at this thread:

be careful this scam ukranian crypto service playing twisted up games . they hold my funds for 60 days now in their exchange. support blatantly lying about the fate of my funds after i deposit my bitcoin mid-low 4 digits . scammers refusing to send wire transfer and striking extensive aml requests like if made huge deposit out of nowhere  . they think everyone is beggar like in their country .

the company CEX.IO LTD received first gazette notice  for compulsory strike-off  from company house

reasons
failing to conform to legal requirements.
failure to submit timely accounts.
failure to submit an annual confirmation statement.
the company ceasing trading.
no directors being appointed.

I'm not an expert but this sounds like it depends on where you live plus where they operate. Since OP is already doing that, you can probably ask for his help if you belong to the same country/region. The cost of hiring the lawyers and doing all of that process might be costly though, just make sure it is worth it. You can also post a new thread on the legal section, I think you will get better exposure there. You can also try making noise on social media or send your details to influencers who focus on exposing frauds, who knows they might be interested on giving your case more exposure.

More reason I'll never trust any CEX exchange, damn people holding your money and will be playing boss over it.

Now their support will take like forever to complete a verification process. You need to get your lawyer to take a quick action against them, there's bills to pay and 20k is not a penny.

I mean, it's really concerning that CEX.io took this long to come to a decision on your case.

However, it is also important for them to communicate effectively with their customers and keep them informed of the status of their funds.

yes exactly . id verification took minutes but once you add substantial money to account they play games and provide false information to keep money inside .

if you already have so many complications with KYC verification, why is it even possible to make a deposit before KYC passes? this problem has been going on for a long time with you, so I'm surprised that you haven't done anything to improve the whole system.

Send email message to their support again and ask for the reason for the delay.

If you are legit and did nothing wrong, threaten them with law suit.

If no or no good response from the exchange, consult your lawyer.

If you did nothing wrong, they just want to steal your coins. Not your key not your coin.

For some suggestion for me, contact their support again to inquire about the delay. It's essential to maintain open communication with the exchange to resolve the issue. However, I would advise against threatening a lawsuit immediately. Instead, try to exhaust all possible communication channels and escalate the issue within their support team if necessary. If you still don't receive a satisfactory response, then consider seeking legal advice. It's crucial to remain professional and patient while dealing with such situations to increase the likelihood of a positive outcome.

For some suggestion for me, contact their support again to inquire about the delay. It's essential to maintain open communication with the exchange to resolve the issue. likelihood of a positive outcome.
If they delayed in responding to the initial message sent to the support, what makes you think they will see your second inquiry in time before looking on top the first one?
The truth is such platforms with so many customers will always have their customer service tied up solving different issues, thus the long waiting time. If one is not ready to wait for so long, then they should abandon such platforms and use less popular ones whether customer support will be quicker in case of any issue.

I am unsure why you are raising this topic after a long time with useless views. The OP left his last comment on February 27, 2023; after that, we have no update on the status of this dispute. I am close to the assumption that the case is resolved because we would certainly have further insistence from the OP.
However, I will not bid here whether the case is resolved or not.
It is up to the CEX.io company to do something about the question of their support, and it has already been brought to their attention earlier that it is becoming symptomatic, where there are many complaints mainly related to disabling withdrawal and very slow problem resolving.

My question to to CEX support is whether the situation of the OP has been resolved because while scrolling through the pages i don't recall seeing something of such? If this hasn't been resolve since February when this thread was made till now shows there is defiantly something fishy about the whole CEX system and the support.
I mean 26,000 usdt is not such a huge amount that will take a rocket science to figure out. Especially when all required and relevant documents has been presented.
If you will have to spend this much of a time to review a single customer case then it will be a miracle to resolve other pending cases from other users waiting in line.  Huh
