You can't at the moment because you're still a newbie.

You can either buy a copper membership[1] or wait until you become a Junior member and then:

1. Upload the picture to a hosting provider like imgur.
2. Post the link inside of an image tag:

Make sure the URL ends with the image extension, otherwise it won't show.

And to make it clickable, just put the above inside of an URL tag:

[url=URL_HERE][img]imag_url.jpg[/img][/url]

You can't upload images because you're still a newbie, but you can post the link of your images here. Just upload your images on third party hosting sites e.g. imgbb, imgur, or postingimages. You actually can upload the BBCode too and ask at least Jr.Member rank account to quote your post, the images will be visible.

Ahh dear so sad your rank is not eligible to post an image on Bitcointalk, as according to the requirements you need to be at least JR Member. For Jr Member rank you need 1 merit on a good post but if you can try the alternatives provided by Bitcointalk in the form o coper membership you can buy a copper membership which will be probably equal to the member rank on that membership you can post images and Gifs.

Format upload your image or Gif on the BBcode img url generator, you can use Imgur or imgbb
