What action are you expecting? Should he be tagged for your laziness to do research?
One thing you should know is that Julerz12 is not a part of the volare team he was only hired to run a bounty campaign and I'm very sure that he clearly wrote in the campaign what bounty hunters will be paid with which was mvolr but hunters were just too lazy to do research about the project.
So calling him a scammer makes it look like he refused to distribute bounty payment and he ran away with it which didn't happen. If you have any complaint about the project you should take it to the project directly I believe they do have active social media handles and ask them directly why they have chosen to lock the token for 6 months maybe after the reason behind you can then proceed with your thread creation against the project and not the campaign manager.

You need to first define what are the roles of bounty managers before you throw accusations, Julerz has no control over what action the developer team will do after the bounty campaign, he is out when it comes to decision-making, you know that because Julerz always put a disclaimer on every bounty campaign he is managing so stop barking at the wrong tree.
This is the risk every bounty hunter should understand because the glory days of bounty hunting are over, bounty hunters now are risking their effort and time on every project that they are going to promote, even if you did your research it's still uncertain if the project you are promoting will turn to scam.

Hey mate, I believe before you take up any job offer here you already agreed to their terms and conditions of operation as they have the sole mandate to take decision at an given point in time. If you were not ok with the terms and conditions stated out for the bounty then why participating in the project bounty? And from what you have said you were paid for the work you did as a bounty hunter. Do you not know that the team has every right to make sure that they project their project in a good way every aspect? They have the final decision and they Make any decisions that suits the growth of their project token because that alone attracts investors when they have a good project at hand to showcase to the world at large. You are busy calling bounty manager names do you expect him to do research for you before joining his campaign? He did state his conditions of engagement before you took part in the bounty. You should not be angry at the bounty manager because he is not part of the team he is just a bounty manager hired to manage the bounty for the project.

If it is proven that he is managing a campaign that is a scam project while the campaign is ongoing then you can say that he is the worst manager but after the campaign is over and the team is the one who will decide on the future of the program and he is out of it then no you are making a wrong assumption.
You have to read Julerz's disclaimer on the bounty campaign that is he managing, by joining you have taken a risk and you cannot blame the bounty manager anymore.

he has no responsibilities after the end of the campaign. but if during the campaign, there's scam going on, then that's his prerogative to stop or pause the campaign. and if he is still continuing the campaign with proof of scam, then he should be tagged. but if the campaign is already over, he has no control of what will happen to the project as he is not part of it. this is why if you don't want to be screwed by these bounty programs and just wasting your time, better not to participate. look for other worthwhile activities that you think you can truly earn for yourself.

This is a case of one's frustration and he needs someone to blame for his failed expectation, he can report the project, and report the developers but the bounty manager after the bounty campaign should not be part of the blame, they have done their part, people investigated the project and sometimes even a good manager could make an error and he is late to find out because the developers change the direction of the roadmap, so don't rely on the bounty managers only, do your own research and be responsible on all your action.

@Julerz12 has been in this industry for long and besides he doesn't have spiritual eyes to foresee a good project or not. Keep note that before any campaign is being launched they have their rules and regulations that governs all bounty hunters while enrolling in any of their campaign or being launched by other bounty managers. There is nothing to hold him responsible for not listing or releasing your rewards, now look very carefully every project has their roadmap and token vesting periods they will unlock it when they seems the time is due.

Why not try to focus on the discussion board to know about project development learn more about bitcoin than wasting your precious time wallowing in bounty campaign. Maybe when next you are joining any bounty you should focus very more on reading their instructions.

If any campaign got to be scammed then the participant of the bounty should be responsible more than the campaign manager. While you are taking part in the participants. If any project becomes scammed then all the participants should be responsible as they promoted the project and that's why investors got scammed. But you are taking part in those participants and blaming the manager only for the loss of the participants.

They already distributed the tokens. As for the tokens being worthless, this may be due to the failure of the project team to make their currency a success and because of the lack of investors interested in this currency or because of the lack of liquidity and capital and other reasons, so I see that it is not the bounty manager’s fault but rather your fault because you did not take sufficient time to do research and review the goals of the project and the level of experience of its team. If the project fails and its currency does not succeed in attracting investors and turns into a scam, then this is indeed the fault of the team. Also, no one can predict this, regardless of his experience and skills. Once again, you have to review the project that you will work to promote and review the currency information that you will receive before wasting your time and blaming others.

OP failed to do research before participating in Volare Project and is trying to make the project manager go against the Terms and condition for participating in the Bounty. Bounty hunting is not a forceful venture and every bounty program have their terms so it is left for the intended participant to conclude if they are willing to participate and it should also be noted that the value of the coin or token is largely dependent on how much volume the coin accumulates as well as demand.

Sorry for the loss, but such scam will not stop unless everyone stops promoting bounty projects unless they pay in bitcoin or any altcoin listed on many platforms (they can paying part of the campaign amount in tokens will be better.)
The campaign manager is responsible for the duration of the campaign’s continuity and obtaining payments. If you did not get payments, the manager is responsible, but if you got them and were unable to sell them, then the fault is not his fault.

I think the participants are more responsible than the bounty manager if the campaign is scammed. They participate in the bounty without doing any research during the campaign and later cry when the bounty is scammed. So after receiving the bounty payment, why should the manager be held responsible for that token worthless? I guess like other busy bounty hunters you didn't have time to read the bounty campaign terms and conditions.

Why do I feel this is not about the project but some kind of character assassination , BTw just so you know back in the day locking of coins to figure out the way forward was common and if the project failed to find a lasting solution because of markets crashing or not reaching soft/hard cap, and if funds raised could not start off the project.. refunds were initiated to all investors that bought the tokens.

Honestly, I would say give team Volare the benefit of the doubt for now, and whats the campaign manager's position on this issue??

The pain of being a bounty hunter is never an easy path, and unfortunately paying with their native token is the only way to cut costs unlike paying with btc or any established coin which could rise their budgets on the marketing side of things.

It is important for hunters to learn to take reasonable risks as campaigns lengthen and activities increase. Any bounty campaign that goes beyond 6 weeks without payment is too long and risky. Everyone is vulnerable to scams in cryptocurrency, regardless of the certainty behind any research, so take your risk reasonably. I'm so concerned about IEO's demise in the space, I found it the safest haven for any holder, even if the project fails, some exchanges are capable of holding and managing the coins for profit.
