The best way to treat an addict is through therapy, counselling, emotional manipulation and all these goes in gradual process. You cannot really solve it with only laws or advice. Depends on the addict. Some are just calm and will follow the suggestion of the people around them while some are violent but we can always force them. There are injections that can make them fall asleep and it's now easy for them to bring in the rehabilitation center. The recovery will depend on how severe their addiction is.
