Yes! because some of them were causing trouble and created only to join the hype and when it's over, they also disappear, leaving their investors with no information about their developments and updates. and believe me , most of those popping when the market is bullying are scams and only few comes with great deal and also this is what I noticed in this area so i am not amazed of them coming .
and same reason why I kept chasing old projects that had already served us , though it may not give big return ? yet I am sure it will give me assurance of gaining ..

I think you are wrong, scam projects comes out when a bull market is just getting started, but serious projects get released in a bear market and build through into the bull market, they must have gain investors trust and do some good partnerships, once the bull market starts, they start increasing in price.

It is definitely noticeable, that during a bear market there are way lesser projects launching than in a full blown bear market and this also makes sense in my opinion. I even know from personal experience, that new projects did postpone their planned launch because the overall market sentiment was just so negative at the time of the planned launch. That being said during a bull market we also see a lot of useless tokens launching like all those stupid meme-coins that have zero purpose, but during a bear market even such projects have a chance to find a few investors and therefore make a quick profit for the guys behind it.
I think very good projects will always be successful, no matter if we are in a bear or a bull market.

It's because the developers are just trying to make money by joining the hype or while the market is bullish when in-fact most of these coins/projects doesn't have any utility to attract investors to invest into them. That is why before making a move like an investment, we should study our target first because even if it's promising enough, it's not a guarantee to us that we'll harvest some profits. These projects are just too risky because in most instances, they will just going to be flushed out when the bear comes.
