I don't know the part of the world that the OP resides but that's exactly what is happening in my country now. The government introduced monetary policies meant to improve the country's economy but unfortunately it has put human into hardship.
I have never experience or heard about it before that one will have money but can not spend it due in availability of cash. The funny thing now is that we are using money to buy money again. Very ridiculous

The supply of money have grown and the inflation rates are rising drastically making the value of money lesser.

I think I know the reason why you say money got rarer these days, and that is because you ended up with a lesser money on hand due to the rise of the price of the goods and other services but there are ways to overcome or survive this at least.
