With VPN one could easily avoid paying the evil fees by changing their IP address, so unless theymos figures out a way, to stop the creation of an account with a VPN evil fee is not going to do anything.

He successfully signed the address and his account was unblocked, follow that thread to the end.
And on the Turkish board he has no purpose whatsoever other than simply requesting post review for merit, but I doubt his accent. Just tried to G-translating the sentence, there is a word that can't be translated, even I'm sure it's not a Turkish word as far as no other Turkish member has ever written on that board.

Seriously; people think they're only going to get some kind of kudos or other positive response (and they just may from some members), but you know there are going to be one or two people who start to do a little bit of digging and find out that congratulations & praise are the last thing the person deserves.  I've seen it many times myself....and yet it never ceases to make me chuckle inside.

Yes those exposed ones have found a way to slip through the system. With a very strong VPN you can change your device IP and location which the system won't be able to detect again. And they will create a successful new account over again and start with their spamming. If it cost them money to pay for those evil, they could have stopped long ago.

And they will create a successful new account over again and start with their spamming. If it cost them money to pay for those evil, they could have stopped long ago.

Not only that, there are countries where there are also some internet providers which offer their clients dynamic IP addresses. That is my case, for some reason my internet provider does not offer fixed addresses, as a consequence I have noticed that my login history in this forum varies widely among locations around the country. 

Because of that it has happened to me that years ago I wanted to participate in a different webpage and I realized the IP was banned, even though that was the first time I enter there. 

In those instances ban evasion is even easier, there is no need for a VPN.
