Your idea is good 70% in bitcoin and remaining amount in altcoins is suited well and also you have mentioned good alctoins but I think you should also invest little sum in new coins because they are now increasing a lot in price and will soon pump when Bull season enters.

I don't prefer new altcoins for long-term investment because it seems that the price of these coins suddenly goes up a lot and then goes down a lot. Also I think investing in altcoins is much more risky.

If I have that kind of money I will resolve to invest only 30% in Bitcoin, no temptation or persuasion can make it more than that. The real money is in altcoins, no doubt about that, and if Bitcoin moves 3 times its current size, then it has done so much in the coming bull run. The size of the coin is large and it is discouraging, not also this time it is now being interested in by institutional investors, it will behave better and more responsibly than before, just like other mature/old assets/markets in the financial market. Nonetheless, this will not stop it from spiking higher, only that the effect will not be as before.

For this, Bitcoin will not move higher as many people expect, they will surely be disappointed. And when the market is trigging a bullish momentum again in the coming months, you will be surprised how speculators will start calling dangerous and insane levels like $250,000, and $350,000 to be hit. While some will even call $1M for it. Your choice of eth and btc is very appropriate because like day and night, btc complements and eth is my favorite pair. both are expensive and the highest transaction density but it does not become an obstacle for buyers at the current price because of necessity. I myself so often use these two coins for transactions and investments.

Did you just write $40? I believe this is a mistake instead of $40k. This money can go a long way investing it in Bitcoin and altcoins also.
There are projects that had been pumping and dumping for the past 3 months now. If we can find those projects and invest the money on them especially buying at a low price, we can make good profits from them that would increase the Capital by 2× or more.
