Technically, yes. You can mine doge with cpu.
Practically, no. Your cpu will not be able to compete with GPUs or ASICs and you probably won't be able to mine enough to cover your electricity/internet bills.

I'm not sure about a web-wallet, but I have http://multidoge.org/ installed

You can also go to http://www.reddit.com/r/dogecoin and ask around

Regarding mining with CPU, perhaps it is better to mine a CPU-only coin, sell on an exchange and buy Dogecoins
