For me it is clear that one does not become a worse English speaker in a few years, if anything the opposite, you can see people on the forum whose posts years ago were written with poor English, but over time they have improved because they have learned more English or use tools like automatic translators, which today are very reliable.

No, this particular case has not been reported. But I had a similar case earlier from the Pakistan section. Also plagiarized. I reported it in the moderators section, but there was no response to my request, even though I gave the example of two cases of plagiarism. So I saw no point in filing an application against this user, as it would likely be ignored as well.

Could it be that moderators are becoming more lenient in decision making these days. Maybe theymos had issued an information/advice on this after it was discovered that he invalidated reports that are 6 months old.

Yep, that's the problem as once someone deletes his plagiarized post, he can't be banned or bare any pther consequence whatsoever and I personally don't understand the logic behind it. Unless they think that is a slight chance that members who are archiving posts might tamper with it.

I can't tell you anything about that. Only the global moderators themselves can comment on this. As for any instructions from theymos also can not say anything. I have not heard about it.

This is a very straight forward question of Yes or No. If it is yes the  you give your explanation and if it is no then you still give your explanation. But you are beating around the bush of deviating from the original content to bounty discussion, or should I call your attention back to the main issue here? Your utterances are not encouraging and convincing.
If your articulations are good to convince then the Op will remove the negative trust but you have not helped any matter here. I don't know if other people are convinced with what you have said.
