Basically if you are in either one of the countries, just buy them in a shop and send them to me. I can pay 60 euro (+sim and parcel cost) for one package.

Anonymous SIM cards are not avaliable in Austria any more. You have to register them with an ID now.
For cards without the need of an ID you would have to choose another country. Like Czech Republic, for example.
