The IP address situation is perfectly understandable. I'm just not sure if we add the "same phone" in the equation especially if the accounts are dealing with decent amounts. Afaik a lot of CEx don't want their users using another person's account and using the "same phone" isn't really a common story.

If you must use same phone (device) for both accounts. Just to be sure, I'd ask this to binance, save the convo and leverage it in case something goes south and you're asked to explain the situation. You could use the live chat as a guest or hit on their subreddit - r/binance

BTW, Dont try to use VPN to access KYC exchange. It will make things worse.

I had this experience before  Sad

I just connected my VPN on my phone and it connected to the US server. I forget about it and later opened the Binance app on my phone and it showed an error message that you cannot use this Binance in the US (something like that). I disconnected my VPN and tried to log in again and luckily it worked.

I knew my friends who got their accounts blocked by accessing the Binance app from the US IP (For the US, Binance have a separate service at US Binance), and they had to talk to support in order to get their accounts restored.

It appears that you completed KYC L2+ and contacted the VPN during an active session from a previous IP address, otherwise such a mistake would be sufficient reason to close your account, request new KYC, or more AML data and they have a valid excuse that they suspect that your account has been hacked.
These platforms use any change in user behavior as a signal to close the account in the hope that you will not be able to provide the necessary data, so it is the first if your country is not allowed to use a CEX, do not try to solve this problem using a VPN.

Yes, my account was already logged in and the change of IP caused this message. But the way, i did not know that it was because of the already logged-in account that saved me.  Smiley

There are the ones who do it deliberately, connecting with VPN in order to access the CEX, but what about people like me who have the Binance app on their mobile and sometimes I need to access VPN in order to connect to some non-crypto related sites? I can't keep two mobiles and sometimes such mistakes of accidentally connecting to VPN while Binance is open at the backend may happen  Huh

-snip-

I would imagine that such a thing could only happen if you're using a VPN from a restricted region. Since they have to follow certain laws and regulations, it makes sense for them to block anyone with a U.S. IP address. But I don't see them doing that with other locations that are not banned. If VPNs were such a serious problem or something against their TOS, they would've simply banned them and blocked access to anyone using them, they obviously have the resources for that.

I do not think that binance is so interested in how many accounts are logging in from one ip address. They will only raise an eyebrow when an unfamiliar ip tries to access the account. There are two kyced binance accounts in my phone and never had issues with them. Both are accessed from same phone (no vpn). But then the kyc data for both accounts are different.
It is therefore correct to say that binance is more interested in their kyc data than other things.

is it allowed to open two accounts with same ip,  two account of different house members like two brothers with same phone.
As far as i know Binance prohibits multi account users on their exchange, but you should not be afraid to create your sibling account, even if it is the same IP, however you have to take the sub-account feature path.

The answers to your questions are below.
Binance Sub Account – Beginners Guide & How To Get Started
Quote
Is it allowed to have 2 Binance accounts?
No, Binance does not allow users to have more than one account. However, you can have more accounts using the sub-account feature.

For specific answers to your questions are here.
Quote
How do I open a second Binance account?
Unfortunately, one user can only have one verified Binance account. You can open a second account under your blood relative name, and the KYC needs to be done by them. Or, you can use the sub-account feature to have multiple Binance accounts under your name.

For more information, you can read on the link that I posted above, you are safe with sub-account feature and different KYC process, same IP, Binance doesn't mind about that, as long as you are comfortable trading on Binance Exchange.

i searched but not got any specific answer of this question. please answer if anyone of you handle two different binance account with same phone or same IP.

Binance is not strict on having multiple account with same. They are actually encouraging everyone to invite family member to join in their exchange when you go to the affiliate details of exchange.

You will only have a problem when having same IP if you are abusing competition such as trading competitions which you are buying and selling by yourself using your two account just to farm trading volume safely. I recruited all my family member amd friends that usually share IP with me. We don’t have problem encountered for more than 3 years.

I can't say for certain about the official statement, but lots of my friends, including me, have used multiple accounts on Binance before without any problems. If you do the KYC verification using different people's documents, chances are you'll likely be okay.
