You don't have to feel envious if you understand how life works, we have those that are extremely lucky in life and we have others that haveto struggle or just like everyone else that life isn't fair to them. The users that won the lottery might just be one of the lucky ones.

Seeing him win the lottery will motivate me as I know that winning is possible and it won't stop me from keep playing believing I might have the opportunity to win one day just as he did. If I become envious and quit, it could be I was closer to winning but my emotion prevent it.

Nothing can be done, the person is lucky, and it's his fate that bring him the winning combinations, I will personally feel jealous but still nothing will affect him as I don't know him personally or if in case I know him, then I'll be glad to congratulate him/her with his huge luck that he / she experienced a lifetime change for sure with that huge amount of money.
