If that is indeed the case in many countries, of course, this can bring prosperity to the deprived people because the government improves their standard of living from the income from the gambling sector. The government may also build public facilities for its people from that income. But if government officials corrupt that income, it will only harm the people, and their country will not develop in a better direction.
