I don't know about China but I also have some friends from 3rd world countries. According to what they say, treatment must first have money, without money, no hospital will accept and treat. That means you will die without money. I think you've misinterpret OP's intention, he's planning to invest those $3k he had in order to earn profit for his brother health care. It's true that health is wealth that's why he needed some money to provide the needs for his brother.
