Pretty much. Cockfighting is a well known gambling game in our country and the government is ok with it because I believe they control it and of course they generate income from it by collecting taxes. Even if cockfighting arena is available in our local area, there are still people who operates underground illegal cockfighting games that are being raided by the authorities.
