Gus I have ledger x , can I send transaction off line
Meaning , 
 when The details of the transaction are displayed on your Ledger device's screen, while I connected physically the ledger by USB  I close wifi and then can verify the details and approve the transaction on the device itself and then open wifi to broadcasts it to Bitcoin network , is this true?

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

There is no difference if you use the same device and connect it later online to broadcast the transaction.

If you are going to do that on Ledger Live this won't work unless you use a wallet that supports offline transactions like Electrum. You would need 2 PCs to completely make an offline transaction, one PC should be connected online while another PC is offline where you can sign a transaction.

As BitMaxz says, turning off your internet for a few seconds just while you sign the transaction and then immediately reconnecting achieves nothing. The whole point of a good hardware wallet is to protect against any attacks from the internet. If you don't want your Nano X connected to any device with an internet connection, then you will need a second computer which is permanently airgapped.

After downloading, verifying, and installing Electrum on both devices, you would connect your Nano X to your airgapped device and link it with Electrum to create or restore or your wallet. You would then take the master public key from that wallet across to your online computer and create a watch only wallet in Electrum. You would use the watch only wallet to create a transaction, move it to the airgapped computer, plug in your Nano X to sign it on the airgapped computer, and then move the now signed transaction back to the online computer for broadcasting.

Alternatively, you could buy a hardare wallet which is already permanently airgapped, such as a Passport.

Ledger X is WiFi independent device, thus in the course of transaction approval it doesn't mater whether WiFi is on or off, the only matter for this is the presence of its parring with relevant software program (wallet) which is able to broadcast the signed transaction.


UPD, o_e_l_e_o  is  right on cue, as always. How does he manage to be here and there?
