When was the bitcoin white paper first published on bitcoin dot org ?
Was it published elsewhere also?

2008-10-31 Was the date of the first email of satoshi, there you can see at the end that the paper was abiable since that date.

Do you mean before 2008, or the sites host it after that, or now?

After this message and in February 2009 the first talking about it in the P2P Foundation forum by Satoshi with a post titled “I’ve developed a new open source P2P e-cash system called Bitcoin.” I remember that the name was discussed in emails between him and Sirius, a.k.a. Martti Malmi
