I will tell you that once you fall into addiction, the only thing that makes you happy is when you win. If you can see that some gambler compromises their finances and budgets, it means these gamblers are not just playing for fun but already chasing their losses. I would say that winning is the most important part, but that also means that you could gamble very little and win very little and be happy anyway. I highly agree with what @letteredhub stated.  When we say frugal, they are people who do not like to waste resources.  They even avoid entertainment just to save money.  For them anything that is not spent on basic needs is a waste, so frugal people will more likely avoid gambling because of the risk involved in losing money.  Instead of using frugal, it is more appropriate to use responsible gambler, IMHO.  Since I believe @OP is trying to convey to manage our bankroll and finance responsibly.

It surely is, what's the fun if you just keep losing? No one plays to lose, but there is a difference between gamblers who gamble for fun and those who do it to earn money, even though both of them play to win, but one finds winning fun and losing nothing that regretting, and the other finds winning pleasing and losing stressful which is what makes them chase their losses because they can't accept their losses thinking that they will run out of money and if that happens, they won't be able to earn anything.
