Your fee rate is not too low but not high enough to get a confirmation quickly https://blockchair.com/bitcoin/transaction/cce38759047ad19b47c77e648cf4507e50c03e4d28bd7d37e67b4dc0766b2064It is shown as Queue: 7372 of 180899 Est. time to 1 confirmation: in about 4 hours
If you check with mempools https://mempool.space/ it shows fee rate around 59 sat/vbyte is for Low priority transactions. https://jochen-hoenicke.de/queue/#BTC%20(default%20mempool),24h,weight it shows that fee rate is from 1+ to 4+ mB from a tip of mempool and if no higher fee rate transactions load up into mempools, your transaction will be confirmed in next 2 to 4 blocks but remember a condition that no higher fee rate transactions will be broadcasted by other users in next 10 to 40 minutes. I think you can wait and your transaction will be confirmed soon enough. If you can not wait, use Replace-by-Fee to bump its fee rate to a higher one like 61-62 sat/vbyte but I see it is not necessary with me.

you got lucky I was able to get your transaction in on https://www.viabtc.com/tools/txacceleratorno cost. your fee was high enough. and the tx did not have a lot of bytes, you will get confirmed once viabtc makes a block or two.

Your transaction was already included in the latest block with 1 confirmation so far. You should be able to see it on the recipient's wallet address by now or a bit later depending on how many confirmations they require. https://mempool.space/tx/cce38759047ad19b47c77e648cf4507e50c03e4d28bd7d37e67b4dc0766b2064

It was confirmed already. In future, you can look at mempools before broadcasting your transaction. You can use Replace by Fee when you want to bump the fee. You can submit your transaction to viabtc transaction accelerator like phillipma wrote. That transaction accelerator accepts transactions with fee rate from 10 sat/vbyte and higher. Your transaction has a good fee rate to use that free tool. They are one of biggest mining pools and they will add your transaction to a block found by their mining pool.

If you can not wait, use Replace-by-Fee to bump its fee rate to a higher one like 61-62 sat/vbyte but I see it is not necessary with me.
His transaction doesn't support RBF feature, @OP need to learn for choosing a wallet that support RBF e.g. Electrum or Bluewallet Bitcoin open source wallets that support replace-by-fee (RBF) In future, you can look at mempools before broadcasting your transaction.
Looking at the input, it seems he withdraw his coins from centralized exchange, since CEX has a fixed fee, it will not help anything if he check the mempool.

At op buy yourself a trezor and keep the rbf feature active. also consolidated inputs done when fees are low helps a lot. happy to have fixed it for you.

Been years since I used viabtc? Does that still work these days? I remeber them having a queue and you had to try and get your transaction in at the beginning of the hour, however whether it successfully included it is another story.
So if the average fee is 50 sat/byte currently and yours is 25 sat/byte will it include it or does the fee need to be much higher?

The two requirements your transaction can be accelerated are: the fee you use at least 10sat/vbyte or more and the size is no more than 500 bytes. You don't have to see the average fee or such, make sure your transaction is still pending (if not then what's the point to use viabtc lol). FREE Submission
01 Enter the TXID
Paste or enter the TXID you want to accelerate. The volume of a single transaction must be ≤0.5 KB, and the transaction fee rate should be ≥ 0.0001 BTC/KB.

Well since it worked for OP you have your answer. But I can also confirm that it still works. I used it 2 or 3 times in the past 2 months and every time I go a confirmation in the next block, so it works like a charm. To0 bad the limit is only 0.5 kb per transaction, that's the only thing that annoys me sometimes. But hey, it's a free service so there is nothing to complain .

You can't be using the highest priority from the fee rate as shown on the mempool to still experience being stucked. Ofcourse it will be stucked when the mempool is congested and the amount nyou used is high in your own eye while low to what the mempool demands, try use a mining pool if you're sending from a wallet that is non custodial, also make use of RBF function to boost your transactions, it happens sometimes that the network gets busy with Ordinals but everything can be tracked on the mempool to know how the transaction fee is going, your lower transaction fee used is what's causing it not to get confirmed.

But hey, it's a free service so there is nothing to complain .
It's funny how some people perceive the world around them, so you think "it's a free service for the community" thing? Well you should also know that miners are scamming ONLY Bitcoin users by including dust transactions with garbage as attachment just because they pay more fees, otherwise all it would take would be to have the top big 6 miners to exclude ordinal, NFT and other associated junks from their mempools and include or at least prioritize native/normal transactions to go first, then guess what happens? Spammers/scammers will have to keep bumping their fees so much that such floods of junks would become too expensive to carry on. Imagine 6 mining pools which have at least 1 block mined every hour on average, then if another pool gets lucky to mine 1 block in an hour and adds the spam to their block, they would need to wait 1 hour on average, but if they'd like faster confirms, then they would have to pay the required high fee by those 6 friendly miners, this way everyone wins. But for now everyone is busy scamming people one way or another.😉

yeah more like 22vbyte which is about 11b
The exact required fee rate in sat/vbyte depends on number of inputs and outputs. For a transaction with 1 native segwit input and 1 native segwit output, 10 sat/byte would be around 17.5 sat/vbyte. For a transaction with 1 native segwit input and 2 native segwit output, 10 sat/byte would be around 15.9 sat/vbyte. For a transaction with 2 native segwit input and 1 native segwit output, 10 sat/byte would be around 19.2 sat/vbyte. For a transaction with 2 native segwit input and 2 native segwit output, 10 sat/byte would be around 17.8 sat/vbyte.

I can tell the op he needs a trezor with the ref feature activated as he is moving enough money to be worth the cost of buying a trezor. he should set 2 btc wallets in it. one for slop the second for consolidated inputs. so he can be ready to do his sends. trezor has been pretty good for me to use. so I recommend it.

What OP don't understand is that once there is a congestion on the network transactions can easily get stuck for hours, even if you use the highest amount you will still have to wait, but it's good that free services like ViaBTC is around. Everyone I know that are into Bitcoin investment are in worries about Bitcoin transaction, I just tell them that it always happen when the value of Bitcoin start rising, the same is going on with Ethereum, I used $8 to make transaction some hours ago and we aren't even in a bull market yet, the real crazy time is still yet to come.
