dual nationality does not release a person from EU sanctions. So Russians who have dual citizenship will be affected by these sanctions. But I am glad that the sanctions don't stop Russians from owning cryptocurrencies but limit them from holding leadership positions in any crypto business. But these sanctions can be easily invaded by appointing passive managers while a Russian executive will indirectly control the business.
